754 <br />ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATES FEBRUARY 1, 2000 WAS PRESENTED. <br />A motion was made by Councilman Pfiester, seconded by Councilman Manning, for <br />adoption of the ordinance. The motion carried 5 ayes, 0 nays. <br />A motion was made by Councilman Pfiester, seconded by Councilman Manning, to <br />allow Councilman Bell to return to the council meeting. The motion carried 5 ayes, <br />0 nays, and Councilman Bell entered the council chambers and assumed his seat <br />at the council table. <br />Mayor Neeley declared the public hearing open on the petition of Renee Harvey for <br />a change in zoning from a Multiple - Family Dwelling District No. 1 (MF -1) to a <br />Commercial District (C), on lot 14, City Block 220, being number 13017' Street N. <br />E. <br />Mayor Neeley called for proponents to appear, and Renee Harvey, Realtor, 2550 <br />Lamar Avenue, came forward stating that she represented the property owner, and <br />the sale of this property is contingent upon the proposed zoning change. <br />Mayor Neeley called for opponents to appear, none appeared, and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2000-002 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE <br />ZONING MAP OF SAID CITY; ESTABLISHING A COMMERCIAL DISTRICT (C) ON LOT <br />14, CITY BLOCK 220, ON PROPERTY BELONGING TO FRED GIBSON, SO AS TO <br />INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A MULTIPLE - FAMILY <br />DWELLING DISTRICT NO. 1 (MF -1); DESIGNATING THE BOUNDARIES OF THE <br />COMMERCIAL DISTRICT (C) SO ESTABLISHED; PROVIDING FOR A PENALTY NOT <br />TO EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE <br />DATE OF FEBRUARY 1, 2000 WAS PRESENTED. <br />A motion was made by Councilman Pfiester, seconded by Councilman McWaters, <br />for adoption of the ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Neeley declared the public hearing open on the petition of Jeremy Newberry <br />for a change in zoning from a Commercial District (C) to a Commercial District (C) <br />With Specific Use Permit (52) Signs and Billboards, on Lot 1, City Block 321, located <br />at 2395 N. E. Loop 286. <br />
