'755. <br />Mayor Neeley called for proponents to appear., and J.erem Newber. ry appeared <br />before the City Council in behalf of his. petition. Mr. Newberry stated that he wanted <br />to place a`single billboard pole for advertisement purposes. <br />Mayor Neeley called for opponents to appear, none appeared, and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2000 -003 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO.1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE <br />ZONING MAP OF SAID CITY; ESTABLISHING.A COMMERCIAL DISTRICT (C) WITH <br />SPECIFIC USE PERMIT (52) SIGNS AND BILLBOARDS ON LOT 1, CITY. BLOCK 321, <br />ON PROPERTY BELONGING TO .JEREMY - NEWBERRY, SO AS TO INCLUDE <br />THEREIN TERRITORY FORMERLY DESIGNATED AS A COMMERCIAL DISTRICT (C); <br />DESIGNATING THE BOUNDARIES OF THE COMMERCIAL DISTRICT (C) WITH <br />SPECIFIC USE PERMIT (52) SIGNS AND BILLBOARDS SO ESTABLISHED; <br />PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL <br />ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND <br />PROVIDING FOR AN EFFECTIVE DATE OF FEBRUARY 1, 2000 WAS PRESENTED. <br />A motion was made by Councilman McWaters, seconded by Councilman Manning, <br />for adoption of the ordinance. The motion carried 6 ayes, 0 nays. <br />Mayor Neeley declared the public hearing open to consider the petition of Scott <br />Steenson for a change in zoning from a One - Family Dwelling District No. 2 (SF 2) <br />to a Commercial District (C), on part of Lot 14, City Block 259, located in the 2900 <br />Block of N. E. Loop 286. <br />Mayor Neeley called for opponents to appear and Chris Barnett, 18352 Dallas <br />Parkway, Dallas,. Texas, appeared before the City Council to address the zoning <br />change requested by Scott Steenson. Mr. Barnett said they were proposing to <br />rezone a small portion of a development on the corner of Collegiate Drive and Loop <br />286. Mr. Barnett pointed out that the majority of the property is now commercial. <br />Mr. Barnett said what they would like to change from their original request is a <br />portion of land that is approximately 250 foot wide strip that they do not plan to use <br />in their master plan, and they have met with city staff and discussed this area. Mr. <br />Barnett said this would also serve as a buffer area with a screening wall, <br />landscaping, and controlled lighting between the existing residents and their <br />proposed development. Mr. Garnett said this is basically a retail center that shows <br />some larger anchors and retail spaces with pad sites for restaurants. Mr. Barnett <br />informed the City Council that they plan to use some of the same characters that the <br />bank on the corner used such as the stone and metal roof and proposing a grade -A <br />
