Mr. Barnett saidthe;only streets that will have access to <br />the property are from the bank's existing driveway and from the Loop 286, and the <br />majority of the traffic will be coming from Loop 286. Mr. Barnett had a general <br />discussion with the people in the audience regarding their concerns, then the <br />audience was allowed to come forward with question for Mr: Barnett. <br />Mr. Scott Steenson, Developer of the property, came forward advising that the <br />whole focus of the development. will be to access traffic from Loop 286, and there <br />is also an easement that has been granted to access this property from Collegiate <br />Drive. It is not a focal point, but for people living in this area they can turn there <br />and not have to go through the traffic light. Mr. Steenson said he will probably <br />petition the state for an additional light, and if he can not get the traffic light, he <br />proposed to do de- acceleration lanes into all entrances to the shopping center in <br />order to keep people out of the fast traffic. <br />Councilman Manning pointed out that if there is access from Collegiate Drive, <br />people will use it, and if you do not have retaining walls separating this area, it will <br />be used. Councilman Manning also stated that this is going to create a dangerous <br />situation unless the opening from Collegiate Drive is closed. . <br />After further discussion with the City Council, Mr. Steenson was allowed to have a <br />question and answer session with those in the audience. <br />At this time, Mayor Neeley continued the public hearings and called for those who <br />are opposed to the zoning change. <br />Jim Chadwick, 3055 Briarwood, was present opposing the zoning change. Mr. <br />Chadwick said the buffer area will eventually turn into a commercial area and no <br />one will want to live there. <br />Jeff Starnes, 3025 Briarwood, came forward stating stated that he was opposing <br />the proposed zoning change. Mr. Starnes suggested that if this change does come <br />about, that the City Council do some type of planned development, so there can be <br />more community involvement and say in what happens to the property directly <br />behind their property so they can be assured that there is going to be sufficiently <br />high barriers such as concrete barrier rather than a wooden fence. That there be <br />trees and shrubs planted to buffer the noise. Mr. Starnes stated the neighbors <br />should have some say regarding loading docks directly behind their property so <br />that when trucks are coming in during the night to make their delivery, that the <br />residents will not be up all hours of the night having to listen to the noise. Mr. <br />Starnes asked that in making it planned development, and that some thought be <br />given as far as making those through streets at Fairway and 31 st N. E. in some point <br />in time and prohibit.against that. <br />
