764 PLANNING AND ZONING COMMISSION MEETING JANUARY 39 2000 The Planning and Zoning Commission met Monday, January 3, 2000 at 5:30 in the City Hall - Council Room, Paris, Texas with the following members present: 1. Marshall Kent 4. Bill Coleman 2. Bobby L. Myers 5. Louis Yates, Jr. 3. Cesar Horta Earl Smith, the City Engineer was also present. The meeting was called to order by Marshall Kent. 1. The minutes from the December 6, 1999 regular planning and zoning meeting were approved with a motion by Bobby Myers seconded by Bill Coleman. Motion carried by a vote of 5 ayes and 0 nays. 2. Public Hearing to consider the petition of Bobby & Deidre Kincaid for a change in zoning from a One -Family Dwelling District No. 2 (SF -2) to a One -Family Dwelling District No. 2 (SF -2) With Specific Use Permit (25) Nursery and Daycare, Lots 6 & 7, Block E, West Park Addition, being number 815 NW 27" Street. The public hearing was declared open. Bobby Kincaid, 625 27th NW, spoke in favor of the petition, he wants to open this place for a licensed daycare that accommodates up to 12 children. Normal hours of operation will be from 6 a.m. to 6 p.m.. Parking will be in the drive with staggered arrivals. There was no opposition, the public hearing was declared closed. 3. Consideration of Bobby & Deidre Kincaid for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a One -Family Dwelling District No. 2 (SF -2) With Specific Use Permit (25) Nursery and. Daycare, Lots 6 & 7, Block E, West Park Addition, being number 815 NW 27" Street. Motion was made to approve by Louis Yates and seconded by Bobby Myers. Motion carried by a vote of 5 ayes and 0 nays. 4. Public Hearing to consider the petition of Renee Harvey for a change in zoning from a Multiple -Family Dwelling District No. 1(MF -1) to a Commercial District (C), Lot 14, City Block 220, being number 130 NE 17th Street.
