MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />FEBRUARY 14, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Monday February 14, 2000, at 6:00 P. M., City Council Chambers, City Hall, <br />Paris, Texas. Mayor Charles H. Neeley called the meeting to order with the <br />following Council Members present: Richard Manning, Mary Ann Fisher, <br />Michael J. Pfiester, Kevin Gray, and Gene McWaters, Jr. Also present were <br />City Manager Michael E. Malone, City Attorney Larry W. Schenk, and City <br />Clerk Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of <br />Paris. <br />Mayor Neeley asked if there were any corrections to the minutes of previous <br />meetings, there being none, the minutes were approved as presented. <br />City Manager Malone announced that the City Council has been furnished <br />minutes for the Paris Public Library Advisory Board, and the Paris /Lamar <br />County Board of Health with no action being required. <br />Mayor Neeley announced that the next item on the agenda was presentation <br />of a Proclamation to Sydney Young, President of the 1999 -2000 class of <br />Leadership Lamar County, and Mindy Moree, Chairperson of the Complete <br />Count Committee, expressing support for the successful formation of the <br />Complete Count Committee for Census 2000 by the 1999 -2000 class of <br />Leadership Lamar County. <br />Ms. Sydney Young, President of the 1999 -2000 class of Leadership Lamar <br />County came forward, explaining that this class chose generating publicity <br />for the census as their project, and by doing that, they could also benefit the <br />beautification process for the City of Paris. Ms. Young further explained <br />that if the census comes back with accurate numbers that it will benefit the <br />City of Paris. Ms. Young said that is one of the reasons for becoming the <br />committee that publicizes the census effort here in Lamar County. It is not <br />just the fact of the money that has been talked about in the newspaper, but <br />with the return of an accurate census, the city will get better government <br />funding, businesses look at the population count to determine whether it is <br />a good area to place a business in. Ms. Young pointed out that the City of <br />Paris now has a yellow dot on the State of Texas map and if we do not get a <br />25,000 or more census count in population, this dot will be removed. Ms. <br />Young said that is one of the reasons they were approaching the City <br />
