847 <br />City Council Meeting <br />Feb. 14, 2000 <br />Page 2 <br />Council tonight to ask for support from them with the City's proclamation. <br />City Attorney Schenk read the Census 2000 Proclamation - City of Paris, and <br />Mayor Neeley presented the Proclamation to Ms. Young and recognized the <br />members of the Leadership Lamar County Class that was present. <br />Mike Lane came forward presenting the Mayor with a plaque of appreciation <br />to the City of Paris on behalf of the Southern Dragboat Association. <br />Mayor Neeley declared the public hearing open to receive input from the <br />citizens of Paris regarding local participation in the expenditures of funds <br />under the Local Law Enforcement Block Grant awarded to the City of Paris. <br />Mayor Neeley called for those in the audience who wished to speak to come <br />forward. <br />Karl Louis, Police Chief, came forward advising the City Council that the city <br />has received funding from the Bureau of Justice Assistance. The money has <br />already been awarded to the City of Paris in the amount of $81,497.00 with <br />a required cash match by the City of $9,055.00. Mr. Louis said the City had <br />to have an Advisory Board and explained how the City wanted to spend this <br />funding. This was done, with a joint City - County effort as Lamar County will <br />be receiving the same amount of funding as the City of Paris. Mr. Louis <br />informed the City Council that the equipment they plan to buy with that <br />money is an optical disc storage system, bullet proof ballistic shields, image <br />software identification systems, body microphones for patrol officers, data <br />recorder, and overtime. <br />No one else appeared, and the public hearing was declared closed. <br />Resolution No. 2000 -006, resolving that the preamble of this resolution is <br />hereby in all things approved, that the City of Paris does hereby elect to <br />become eligible to participate in tax abatement agreement as authorized <br />under the property Redevelopment and Tax Abatement Act as amended, and <br />directing the City Manager to develop guidelines and criteria to govern all <br />Tax Abatement agreements with the City of Paris, was presented. A motion <br />was made by Councilman Pfiester, seconded by Councilman Gray, for <br />approval of the resolution. The motion carried 6 ayes, 0 nays. <br />
