315 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 11, 1999 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, Monday <br />January 11, 1999, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor <br />Charles H. Neeley called the meeting to order with the following Council Members <br />present: Alan R. Boyd, Eric S. Clifford, Mary Ann Fisher, Kevin Gray, Gene <br />McWaters, Jr., and Jerry L. Thomas. Also present was City Manager Michael E. <br />Malone, City Attorney Scott P. Foster, an City Clerk Mattie Cunningham. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission's meeting held on January 4,1999, and attached hereto as Exhibit A to <br />these minutes. <br />Mayor Neeley announced that the next item on the agenda was a public hearing to <br />consider the petition of Caries Sterling *for a change in zoning from a Commercial <br />District © to a Commercial District © with Specific Use Permit (52), Signs and <br />Billboards, on Lot 2 -D, City Block 307. Mayor Neeley declared the public hearing <br />open on the petition of Caries Sterling and called for proponents to appear. <br />Mr. Sterling was present in support of his petition stating that he wanted to place a <br />10'x 30' billboard sign on this property. <br />Mayor Neeley called for opponents to appear, none appeared, and the public hearing <br />was declared closed. <br />A motion was made by Councilman Clifford, seconded by Councilman Gray, <br />authorizing preparation of an ordinance amending Zoning Ordinance No. 1710, <br />changing the zoning from a Commercial District © to a Commercial District © with <br />Specific Use Permit (52), Signs and Billboards, on Lot 2 -D, City Block 307. The <br />motion carried 7 ayes, 0 nays. <br />Mayor Neeley declared the public hearing open to consider the petition of Debbie <br />North for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a <br />General Retail District (GR), on Lot 7, City Block 224, being number 101 20th Street <br />S. E., and called for proponents to appear. <br />Debbie North came forward speaking in behalf of her petition. Ms. North said she <br />would like to relocate her gift shop to this location. Ms. North said she had <br />discussed parking with Steve Methven and she assured Mr. Methven that she could <br />meet those requirements. <br />No one else appeared, and the public hearing was declared closed. <br />
