315 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL January 11, 1999 The City Council of the City of Paris, Paris, Texas, met in regular session, Monday January 11, 1999, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor Charles H. Neeley called the meeting to order with the following Council Members present: Alan R. Boyd, Eric S. Clifford, Mary Ann Fisher, Kevin Gray, Gene McWaters, Jr., and Jerry L. Thomas. Also present was City Manager Michael E. Malone, City Attorney Scott P. Foster, an City Clerk Mattie Cunningham. Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. City Manager Malone presented the minutes of the Planning and Zoning Commission's meeting held on January 4,1999, and attached hereto as Exhibit A to these minutes. Mayor Neeley announced that the next item on the agenda was a public hearing to consider the petition of Caries Sterling *for a change in zoning from a Commercial District © to a Commercial District © with Specific Use Permit (52), Signs and Billboards, on Lot 2 -D, City Block 307. Mayor Neeley declared the public hearing open on the petition of Caries Sterling and called for proponents to appear. Mr. Sterling was present in support of his petition stating that he wanted to place a 10'x 30' billboard sign on this property. Mayor Neeley called for opponents to appear, none appeared, and the public hearing was declared closed. A motion was made by Councilman Clifford, seconded by Councilman Gray, authorizing preparation of an ordinance amending Zoning Ordinance No. 1710, changing the zoning from a Commercial District © to a Commercial District © with Specific Use Permit (52), Signs and Billboards, on Lot 2 -D, City Block 307. The motion carried 7 ayes, 0 nays. Mayor Neeley declared the public hearing open to consider the petition of Debbie North for a change in zoning from a One - Family Dwelling District No. 2 (SF -2) to a General Retail District (GR), on Lot 7, City Block 224, being number 101 20th Street S. E., and called for proponents to appear. Debbie North came forward speaking in behalf of her petition. Ms. North said she would like to relocate her gift shop to this location. Ms. North said she had discussed parking with Steve Methven and she assured Mr. Methven that she could meet those requirements. No one else appeared, and the public hearing was declared closed.
