316 <br />Mayor Pro Tem Thomas asked to be excused due to conflict of interest. A motion <br />was made by Councilwoman Fisher, seconded by Councilman Clifford, to excuse <br />Mayor Pro Tem Thomas. The motion carried 6 ayes, 0 nays, and Mayor Pro Tem <br />Thomas departed the Council chambers. <br />A motion was made by Councilwomen Fisher, seconded by Councilman Gray, <br />authorizing preparation of an ordinance amending Zoning Ordinance No. 1710, <br />changing the zoning from a One - Family Dwelling District No. 2 to a General Retail <br />District,on Lot 7, City Block 224. The motion carried 6 ayes, 0 nays. <br />A motion was made by Councilwoman Fisher, seconded by Councilman Clifford, to <br />allow Mayor Pro Tem Thomas to return to the Council meeting. The motion carried <br />6 ayes, 0 nays, and Mayor Pro Tem Thomas entered the Council chambers and <br />resumed his seat at the Council table. <br />Mayor Neeley declared the public hearing open to consider the petition of Charlotte <br />Murray for a change in zoning from a One - Family Dwelling District No. 3 (SF -3) to a <br />One - Family Dwelling District No. 3 (SF -3) with Specific Use Permit (39), Mobile Home, <br />on Lot I.-and Lot 2, Block 1, Colonial Addition, located at 1760 W. Walker. <br />Mayor Neeley called for proponents to appear, and Charlotte Murray came forward <br />requesting that she be allow to place a mobile home on this property. Ms. Murray <br />said there is an old house on the lots that is being torn down at this time. <br />Mayor Neeley called for opponents to appear. None appeared, and the public <br />hearing was declared closed. <br />A motion was made by Councilman Clifford, seconded by Councilman Gray, -- <br />authorizing preparation of an ordinance amending Zoning Ordinance No. 1710, <br />changing the zoning from a One - Family Dwelling District No. 3 (SF -3) to a- One - <br />Family Dwelling district No. 3 (SF -3) with Specific Use Permit (39), Mobile Home, on <br />Lot 1 and Lot 2, Block 1, Colonial Addition. The motion carried 7 ayes, 0 nays. <br />City Attorney Foster presented the following petitions for rezoning: Monte Moore, <br />part of Lot 5, City Block 318, from Agricultural District to Multiple - Family Dwelling <br />District No. 1 and Planned Developmental Commercial (MF -1) and PD -al; City of <br />Paris, Lot 1, Block 152, from Multiple Family Dwelling District No. 1 to Public Lands <br />and Institutions District; Wayne Brown, Lots 2, 3 and 4, City Block 243, from One - <br />Family Dwelling District No. 2 and General Retail District to Multiple Family Dwelling <br />District No. 1; Vickie Thompson, Lot 8, Block 1, FEW Addition from a One - Family <br />Dwelling District No. 3 to a One - Family Dwelling District No. 3 with Specific Use <br />
