SPECIAL JOINT MEETING OF THE CITY COUNCIL <br />AND THE PLANNING AND ZONING COMMISSION <br />OF THE CITY OF PARIS, PARIS, TEXAS <br />FEBRUARY 11, 1999 <br />The City Council of the City of Paris met in a special joint meeting with the <br />Planning and Zoning Commission Thursday, February 11, 1999, 5:00 P. M., City <br />Council Chambers, City Hall, Pris, Texas. Mayor Charles H. Neeley called the <br />meeting to order with the following Council Members present: Gene McWaters, <br />Jr., Jerry L. Thomas, and Mary Ann Fisher. Also present was City Manager <br />Michael E. Malone, City Attorney Scott P. Foster, and City Clerk, Mattie <br />Cunningham. <br />Reaves Hayter, Chairman of the Planning and Zoning Commission called the <br />meeting to order with the following members present: Bill Coleman, Cesar Horta, <br />Bobby Myers, and Curtis Fendley. <br />Mayor Neeley announced that the special meeting was called for the purpose of <br />receiving a report and discussing the progress on the Comprehensive Master <br />Plan for the City of Paris with representatives of Bucher, Willis and Ratliff <br />Corporation. Mayor Neeley said there have been two planning sessions which <br />were brainstorming sessions. <br />Scott Mickey with the firm of Bucher, Willis & Ratliff came forward introducing <br />Sean Ackerson also with the firm of Bucher, Willis & Ratliff, and stated that they <br />were pleased to have a chance to report what the city has come up with and what <br />is most important and what to focus on as they. draft the master plan. Mr. Mickey <br />gave out a handout of a project schedule for the master plan. Mr. Mickey said in <br />the spring another joint meeting with the Planning and Zoning Commission and <br />the City Council is planned to review the first draft of the master plan. Late spring <br />there will be a meeting with the Steering Committee to review the modified first <br />draft - -as result of the spring meeting of the joint meeting with the Planning and <br />Zoning Commission and the City Council. Early summer the Planning and Zoning <br />Commission and the City Council will receive the second public hearing draft <br />and will set public hearings. Late summer they will present for adoption the final <br />master plan. <br />Mr. Mickey said there will be a four page questionnaire, a survey that they will be <br />drafting to be sent out in the utility bills in the springtime frame. Mr. Mickey said <br />the intent is to take the most critical issues that have been identified by the City <br />Council, Planning and Zoning, and the public and craft some key questions. <br />Mr. Mickey passed out a demographic summary of the city showing population by <br />gender and age along with household income based on the 1990 U. S. Census <br />
