SPECIAL JOINT MEETING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PARIS, PARIS, TEXAS FEBRUARY 11, 1999 The City Council of the City of Paris met in a special joint meeting with the Planning and Zoning Commission Thursday, February 11, 1999, 5:00 P. M., City Council Chambers, City Hall, Pris, Texas. Mayor Charles H. Neeley called the meeting to order with the following Council Members present: Gene McWaters, Jr., Jerry L. Thomas, and Mary Ann Fisher. Also present was City Manager Michael E. Malone, City Attorney Scott P. Foster, and City Clerk, Mattie Cunningham. Reaves Hayter, Chairman of the Planning and Zoning Commission called the meeting to order with the following members present: Bill Coleman, Cesar Horta, Bobby Myers, and Curtis Fendley. Mayor Neeley announced that the special meeting was called for the purpose of receiving a report and discussing the progress on the Comprehensive Master Plan for the City of Paris with representatives of Bucher, Willis and Ratliff Corporation. Mayor Neeley said there have been two planning sessions which were brainstorming sessions. Scott Mickey with the firm of Bucher, Willis & Ratliff came forward introducing Sean Ackerson also with the firm of Bucher, Willis & Ratliff, and stated that they were pleased to have a chance to report what the city has come up with and what is most important and what to focus on as they. draft the master plan. Mr. Mickey gave out a handout of a project schedule for the master plan. Mr. Mickey said in the spring another joint meeting with the Planning and Zoning Commission and the City Council is planned to review the first draft of the master plan. Late spring there will be a meeting with the Steering Committee to review the modified first draft - -as result of the spring meeting of the joint meeting with the Planning and Zoning Commission and the City Council. Early summer the Planning and Zoning Commission and the City Council will receive the second public hearing draft and will set public hearings. Late summer they will present for adoption the final master plan. Mr. Mickey said there will be a four page questionnaire, a survey that they will be drafting to be sent out in the utility bills in the springtime frame. Mr. Mickey said the intent is to take the most critical issues that have been identified by the City Council, Planning and Zoning, and the public and craft some key questions. Mr. Mickey passed out a demographic summary of the city showing population by gender and age along with household income based on the 1990 U. S. Census
