Mr. Ackerson came forward telling the City Council and the Planning and Zoning Commission the Focus Session that was held on October 26, 1998 at the Paris Civic Center, was a structured idea sharing process with approximately 50 residents of the city and the surrounding was present. Break-out groups were formed to discuss the specific sets of key issues. Break-out topics were land use, economic development and quality of life. Each group ranked the issues from the Focus Session and they were used to develop a list of critical issues to be discussed at the Policy Planning Charrette Workshop. Mr. Ackerson said the Charrette Workshop was conducted on November 19, 1998 with about 50 citizens present to discuss the top - ranked issues in six study groups to. Policy statements and action steps to achieve those policies were formulated by the Paris residents during the two workshops, and from those workshops they have developed key issues. Mr. Mickey pointed out from the handout that the main issue was a long range master plan policy for roads and highways, and they,concur with that as planners. Mr. Mickey said another issue was to define investment zones, to encourage renovation, redevelopment and in fill development and other reinvestments in existing neighborhoods. Mr. Mickey said another issue under land use was zoning policies with a better define and distinguish residential districts, establish distinct commercial zoning districts and medical /office districts. Focus was also on designating commercial and industrial expansion areas in newly annexed territory, creating more definitive buffer zone standards, providing for urban centers, developing standards for salvage yards and mobile home developments along with uniformly enforcement enhanced regulations. Another issue was to update urban design standards by creating more stringent urban design standards such as making site plan reviews more stringent to help ensure quality development, and to integrate defined mobile home districts with strict mobile home development standards and specific "beautification" requirements. Mr. Mickey said the city needs to encourage restoration and improvement of existing housing through the use of incentives, targeting historic residential neighborhoods, and to encourage downtown stabilization. Mr. Mickey said there is a need for additional recreation opportunities by filling recreational voids in residential neighborhoods, develop a multi - complex sports facility and to including a soccer facility.
