z 375 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL February 4, 1999 The City Council of the City of Paris, Paris, Texas met in regular session, Thursday, February 4,1999, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor Charles H. Neeley called the meeting to order with the following Council Members present: Ala ,V R. Boyd, Eric S. Clifford, Mary Ann Fisher, Kevin Gray, and Gene McWaters, Jr. Also present was City Manager Michael E. Malone, City Attorney Scott P. Foster, an City Clerk Mattie Cunningham. City Manager Malone presented the minutes of the Planning and Zoning Commission's meeting held on February 1, 1999, and attached hereto as Exhibit A to these minutes. Mayor Neeley announced that the next item on the agenda was a public hearing to consider the petition of Vickie Thompson for a change in zoning from a One - Family Dwelling District No. 3 (SF -3) to a One - Family Dwelling 'District No. 3 (SF -3) with Specific Use Permit (39), Mobile Home, on Lot 8, Block 1, Few Addition, being number 1235 18th Street N. W. Mayor Neeley called for proponents to appear and Vickie Thompson came forward advising'the City Council that she would like to place a mobile home on this lot. Ms. Thompson said her parents own the property and she wants to live on the property to care for her parents. Mayor Neeley called for opponents to appear, none appeared, and the public hearing was declared closed. A motion was made by Councilwoman Fisher authorizing preparation of an ordinance amending Zoning Ordinance No. 1710, changing the zoning from a One - Family Dwelling District No. 3 (SF -3) to a One - Family Dwelling District No. 3 (SF -3) with Specific Use Permit (39), Mobile Home, on Lot 8, Block 1, Few Addition. The motion was seconded by Councilman Clifford and carried 6 ayes, 0 nays. Mayor Neeley declared the public hearing open on the petition of Wayne Brown for a change in zoning from One - Family Dwelling District No. 2 (SF 2) and General Retail District (GR) to a Multiple Family Dwelling District No. 1 (MF -1), on Lots 2, 3, 4, City Block 243, being number 2500 Bonham*Street. Mayor Neeley called for proponents to appear and Wayne Brown, 3755 N. E. Loop 286, appeared representing the Chris and Elizabeth Pshigoda Foundation, owners of this property, with plans of expanding to the West Paris area to provide senior citizens apartments. Mr. Brown said they have a large waiting list on the Cherry Street property, where they have eighty units. They hope to build twenty five apartments in West Paris.
