z <br />375 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 4, 1999 <br />The City Council of the City of Paris, Paris, Texas met in regular session, Thursday, <br />February 4,1999, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor <br />Charles H. Neeley called the meeting to order with the following Council Members <br />present: Ala <br />,V R. Boyd, Eric S. Clifford, Mary Ann Fisher, Kevin Gray, and Gene <br />McWaters, Jr. Also present was City Manager Michael E. Malone, City Attorney Scott <br />P. Foster, an City Clerk Mattie Cunningham. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission's meeting held on February 1, 1999, and attached hereto as Exhibit A <br />to these minutes. <br />Mayor Neeley announced that the next item on the agenda was a public hearing to <br />consider the petition of Vickie Thompson for a change in zoning from a One - Family <br />Dwelling District No. 3 (SF -3) to a One - Family Dwelling 'District No. 3 (SF -3) with <br />Specific Use Permit (39), Mobile Home, on Lot 8, Block 1, Few Addition, being <br />number 1235 18th Street N. W. <br />Mayor Neeley called for proponents to appear and Vickie Thompson came forward <br />advising'the City Council that she would like to place a mobile home on this lot. Ms. <br />Thompson said her parents own the property and she wants to live on the property <br />to care for her parents. <br />Mayor Neeley called for opponents to appear, none appeared, and the public hearing <br />was declared closed. <br />A motion was made by Councilwoman Fisher authorizing preparation of an <br />ordinance amending Zoning Ordinance No. 1710, changing the zoning from a One - <br />Family Dwelling District No. 3 (SF -3) to a One - Family Dwelling District No. 3 (SF -3) <br />with Specific Use Permit (39), Mobile Home, on Lot 8, Block 1, Few Addition. The <br />motion was seconded by Councilman Clifford and carried 6 ayes, 0 nays. <br />Mayor Neeley declared the public hearing open on the petition of Wayne Brown for <br />a change in zoning from One - Family Dwelling District No. 2 (SF 2) and General Retail <br />District (GR) to a Multiple Family Dwelling District No. 1 (MF -1), on Lots 2, 3, 4, City <br />Block 243, being number 2500 Bonham*Street. <br />Mayor Neeley called for proponents to appear and Wayne Brown, 3755 N. E. Loop <br />286, appeared representing the Chris and Elizabeth Pshigoda Foundation, owners <br />of this property, with plans of expanding to the West Paris area to provide senior <br />citizens apartments. Mr. Brown said they have a large waiting list on the Cherry <br />Street property, where they have eighty units. They hope to build twenty five <br />apartments in West Paris. <br />
