403 <br />To: Planning and Zoning Commission <br />Re: New structure on Brame next to Paris Housing Authority's SW project <br />For over 17 years residents living in southwest Paris's Wise Field neighborhood have dealt with <br />the misery of increased traffic, robberies, loud noise and a decay of the once fine looking <br />and well- managed George W. Wright Homes. When my two aunts, Merle and Hazel Brazelton, <br />their sister Edna Steely, and a cousin Mary Vivian Daniel- -all grandchildren of Wright -- agreed <br />to loan the use of the founder of Paris's name to the complex they never visualized it would <br />be a detriment to the lives of Parisians. It has been under poor managment since Kathryn <br />Condray left in 1983 and we neighbors have paid the price - -in fact Paris has borne the brunt <br />of HUD's carelessness. <br />For over 12 years my father and now I have tried to remove the family name from the project <br />with no success. For years I have been told that there is no money for landscaping, no plans <br />to place a full -time manager a the complex and no plans to gate the community there. It is <br />just as miserable for most of the residents as it is for us neighbors. <br />At least three times upgrade projects have taken place at the homes with no visable <br />improvement to us except that the office has become one of the best in Paris. Those in the <br />office leave at 5 p.m. and are not there on weekends to experience what we hear and see <br />during those hours. My neighbors would not object too much if new housing is placed down <br />Brame gradually, but to construct a new meeting center and washateria will invite more <br />gatherings of teenagers at nights and more drug transactions. The noise is incredible almost <br />each night and for sure each weekend. <br />Since 19821 have watched probably 30 neighbors bail out of southwest Paris and move to <br />quieter and safer areas. Some moved out of town. Only three originals remain on 7th Street- - <br />they range from 84 -98 and don't want to uproot! I have had the chagrine of seeing my <br />great -great grandfather's name in the police report on a daily and weekly basis. Most <br />interviewed at the grocery store a few years ago said George was still alive and owned the <br />slums in southwest Paris! We have transformed the reputation of a Republic of Texas <br />Congressman from a respected gentleman to one of common slumlord. <br />I would ask that at the least you consider placing the offices in the new complex and putting <br />the gathering points in the old buildings which are further away from our ears and eyes.
