Haynes <br />explained the position of financial <br />officer had been criticized by U.S. <br />Department of Housing and Urban <br />Development. <br />An on -site security report <br />showed an increase in police calls <br />by tenants. Paris police officer Jeff <br />Akard, who patrols the five public <br />housing complexes, reported calls . <br />were up in December 1998, at 32, <br />compared to the same time in/ <br />`1997, 13 calls. <br />Akard credited full housing <br />capacity with the increase in calls <br />and response. During December, <br />police made six arrests including <br />two drug violations, all at George <br />Wright Homes.
