A motion was made by Councilman Thomas, seconded by Councilman Boyd to <br />allow Councilman Neeley to return to the council meeting. The motion carried <br />6 ayes, 0 nays, and Councilman Neeley return to the council meeting. <br />City Attorney Haynes reported that the arbitration person for the case of Private <br />Ritchy of the Paris Police Department, who was discharged for failure to carry <br />out his duties, was confirmed, and the grievance was denied, and the discharges <br />are sustained. <br />City Attorney also reported on the residency requirements as contained in the <br />laws of the State of Texas for employees of a municipalities. The residency <br />requirements for municipal employees, Section 150.021 states that a <br />municipality may not require residency within the municipal limits as a <br />condition employment, but can require that they �c be a citizen of the United <br />States, and a resident of the United States. The prohibition against requiring <br />such does not apply to candidates for office, a municipal department head <br />appointed by the Mayor, or governing body of the municipality.
