2 <br />Councilman Boyd called for proponents to appear, and Hayden Swaim, 3645 Reno <br />Drive, appeared in behalf of his petition. Mr. Swaim presented photographs of <br />Primrose Addition that is now under construction in the City of Paris with set -back <br />line from the back of the curb to the house that is 21 feet. Mr. Swaim also called the <br />Council's attention to drawing number two that had been presented to them <br />previously, and told the Council this is what he would like to do, he would have the <br />same set -back on his subdivision as Primrose Addition which is about four blocks <br />south of his subdivision. Mr. Swaim said they have one section full, and they are <br />starting on the second section, and all he wants is the same treatment that was given <br />to Primrose. <br />Mr. Swaim advised the Council that this was presented to the Planning and Zoning <br />Commission at the February meeting which was approved by them, but when it came <br />before the City Council, it was tabled . and sent back to the Planning and Zoning <br />Commission where they would not even consider it. Mr. Swaim directed the Council's <br />attention to Drawing No. 3, and advised this is what they came up with which the <br />recommended to the City Council. Mr. Swaim said he could not get the houses to fit <br />on the lots using their recommendation. There are three lots that would be unuseable <br />with this set up. This would be back 36 feet from the back of the curb with a carport <br />beside the house, but Mr. Swaim said it has not been determined if he was going to <br />build a carport at this time. Mr. Swaim said that the Planning and Zoning <br />Commission said a 29 foot house with an 18 foot carport leaves him a three foot, three <br />feet from the property line on one side, so you can drive in a carport. Mr. Swaim said <br />an 18 foot carport is not wide enough. It needs to be a least a 20 foot carport, but this <br />is something that will not work on these lots. Mr. Swaim directed the Council to the <br />plat that is color coded, and if they will notice, the lot that is outlined in orange, there <br />is an existing house on the lot right now, it has a fenced yard, and he is expected to put <br />a house on there with a zero clearance, he said he would have to tear the man's fence <br />down and tromp up and down his property line with workers to get a house built on <br />Lot 3, Block A, so he could not put a house on Lot 3, Block A. Mr Swaim said if the <br />Council will notice, it is 48.03 feet, and if you add these up you can not get them on a <br />48 foot lot. Mr. Swaim pointed out the dimensions of Lot 1, Block B, it can not be used. <br />He could not get a house on it either. Mr. Swaim went back to drawing No. 2, pointing <br />out that it is exactly like a subdivision right now that is under way in the Primrose <br />Addition, there are two houses under construction in Primrose that are 21 feet from <br />the back of the curb, and this is what he needs. <br />Councilman Thomas said it was his understanding that the garages are in the back of <br />
