J <br />After further discussion, a motion was made by Councilman Neeley to approve the <br />request of Mr. Swaim. The motion was seconded by Councilman Fulbright and <br />carried 4 ayes, 1 nay, Councilman Thomas voting no. <br />City Manager Malone called for consideration of and action on authorizing the <br />preparation of an ordinance amending Zoning Ordinance No. 1710 changing the <br />zoning from a One - Family Dwelling District No. 3 (SF -3) to a Planned Development <br />(PD -b) Housing Development or Community Unit Development District, Lots 1,3,4, <br />and 5, Block A, Summerwood Estates and Lots 1, 2, 3, and 4, Block B, Summerwood <br />Estates. <br />A motion was made by Councilman Neeley, seconded by Councilman Fulbright <br />authorizing preparation of an ordinance amending Zoning Ordinance No. 1710 <br />changing the zoning from a One - Family Dwelling District No. 3 (SF -3) to a Planned <br />Development (PD -b) Housing Development or Community Unit Development District, <br />Lots 1,3,4, and 5, Block A, Summerwood Estates and Lots 1, 2, 3, and 4, Block B, <br />Summerwood Estates. The motion carried 4 ayes, 1 nay, Councilman Thomas voting <br />no. <br />A motion was made by Councilman Fulbright, seconded by Councilman Thomas to <br />allow Mayor Clifford to return to the Council meeting. The motion carried 5 ayes, 0 <br />nays, and Mayor Clifford entered the Council Chambers and assumed his seat at the <br />Council table. <br />Mayor Clifford declared the public hearing open to consider the petition of Anthony <br />Nolan for a change in zoning from a Two - Family Dwelling District (2F) to a <br />Commercial District (C) on Lot 10, City Block 60, located at 401 Pine Bluff. <br />Mayor Clifford called for proponents to appear, and Mr. Anthony Nolan, 1030 31' S. <br />E., appeared in behalf of his petition stating that he would like to sell the property for <br />use as offices, but he could not find a buyer as a residence, and he has a buyer for the <br />property who would like to use the property for an office or nursery. <br />Mayor Clifford called for opponents to appear, none appeared, and the public hearing <br />was declared closed. <br />City Manager Malone called for consideration of and action on authorizing the <br />preparation of an ordinance amending Zoning Ordinance No. 1710 changing the <br />
