Mr. Sparks said this ordinance would not cost the City of Paris as the PUC has the final say. Mr. Sparks said there are three Attorneys, Mr. Jay Doggie, D. Gay, and Don Butler who would disagree with the sun rising if they thought they could make money out of it, and it appears they are sending out proposed ordinance samples which are inflammatory, full of incorrect rhetoric, and which appears to force a full rate case, which is very costly and completely unnecessary. Mr. Sparks said last month he asked for a complete copy of the ordinance that Mr. Haynes had prepared, and found it to be a copy of J. Doggie's word for word. This was totally unacceptable. Mr. Sparks respectfully asked that the City consider using a more friendly ordinance. Mr. Sparks said he had provided copies of an ordinance that the cities of Dallas, Ft. Worth, and Irving prepared which maintains all the City's rights, and powers, but is not negative and is acceptable to all. Mr. Sparks said TU has been an outstanding corporate partner in the City of Paris for many years, and TU has done as much for the City of Paris as anyone, and it has brought most all the industry to Paris, in fact, our people are working with your people right now to bring in a one hundred million dollar plant to Paris. TU has paid the most in taxes, provided outstanding leadership in all segments in the community, and made supportive donations and contributions to the over all well being of the City of Paris. Mr. Sparks said he had looked at that ordinance, and it is a friendly ordinance, and recommended that the Council accept it.
