City Manager Malone announced that the next item on the agenda was receipt of reports from committees, boards and commissions, and minutes from the Airport Advisory Board, Paris Public Library Advisory Board, and Paris Economic Development Corporation had been furnished with no action being required. Mr. William Easley, of Randolph, Texas, appeared before the Council concerning a donation to the City of Paris of a community funded sculpture for a public place which will honor and feature the likeness of local young people who will model for the sculptor. Mr. Easley said these are monuments that he does, he goes into the community, raises funds, and give the funds to a non -profit organization, they hold it until all the funds are raised, at which time he proceeds forward. Mr. Easley said he selects young people from the community to serve as his models. Mr. Easley passed photographs around to the Council along with letters from some of the places he has public sculptures. After discussion, Mayor Clifford told Mr. Easley to get with Terry Townsend, the Parks and Recreation Director for the City of Paris, and felt sure that the City can come up with an appropriate site for his sculpture. Mr. Tommy Haynes, Project Coordinator, came forward announcing the award of the $225,000.00 grant from the Texas Department of Housing and Community Affairs to the City of Paris to fund the rehabilitation of owner- occupied homes of the physically handicapped, and he was present to announce the sign -up period for this which will be Monday, March 16, 1998, through Friday, March 20, 1998 from 8:30 A.M. until 4:30 P. M. at the Lamar County Human Resources Center located at 750 Bonham Street. Mr. Haynes said that the people that are interested in applying for this needs to bring proof of income, and a home ownership deed. A motion was made by Councilman Boyd, seconded by Councilman Neeley authorizing the preparation of an ordinance requiring franchise from the City of Paris to conduct a taxicab business within the city. The motion carried 6 ayes, 0 nays. City Manager Malone announced that the next item for consideration is an ordinance reducing Texas Utilities Electric Company's retail base rate. Roy Sparks, Manager for Texas Utilities/Lone Star Gas, appeared before the Council, and advised that in January he formerly requested a rate reduction on various rates on file.
