0 <br />2, City Block 171 -A, from Heavy Industrial District to a One Family Dwelling District <br />No. 3. <br />Mayor Clifford referred the petition to the Planning and Zoning Commission for their <br />study and recommendation at their meeting April 6, 1998, and before the City Council <br />April 9, 1998. <br />Mayor Clifford asked if there were any corrections to the minutes of previous <br />meetings. <br />Councilman Thomas said he would like to make a comment on that. I think that it <br />comes back to the February 16, 1998 meeting, and he is not trying to disapprove the <br />meeting, but we were talking about whether employees of the City, if they need to live <br />inside the City, and he thinks that most employees, it does apply that the City can <br />mandate that, except for the prohibition against requiring such does not apply to <br />candidates for office, a municipal department head appointed by the Mayor, or the <br />government body of the municipality, and he thinks that the department heads are <br />appointed by the Mayor. Is that correct? <br />Mayor Clifford advised that Department Heads are appointed by the City Manager. <br />Mr. Thomas said the point is, the Council is unable to ask, Mr. Haynes help me if your <br />could, if it is right or wrong, if we, do not, that if the Manager appoints the <br />Department Heads, and they are approved by the Council, that we are still unable to <br />ask the Managers to live inside the city, or maintain a permanent residence here, in <br />order to be a Department Head. <br />City Attorney said he thinks the Council can pass that. <br />Councilman Thomas said - "let me give some guidance and direction then, that in the <br />future for our Department Heads, because we had controversy per se in the annexation <br />as Reno had controversy with the City Council Members. That in the near future, that <br />we ask that our Department Heads, which are appointed by the City Manager, and <br />approved by the City Council, maintain a residence inside the City of Paris, as it would <br />help us get away from any controversy in the future. This is just a leadership request ". <br />Mayor Clifford said the minutes stand approved unless someone has objection. There <br />being none, the minutes were approved. <br />
