S 1 0 <br />A motion was made by Councilman Fulbright, seconded by Councilman Boyd <br />to excuse Councitntan Thomas. The motion carried 3 ayes, 0 nays, and <br />Councilman Thomas departed the Council. Chambers. <br />A motion was made by Councilman Boyd, seconded by Councilman Fulbright <br />to deny authorizing the preparation of an ordinance amending Zoning <br />Ordinance No. 1710 changing the zoning from a Multiple - Family Dwelling <br />District No. 1 to a Commercial District on Lot 5, City Block 124. The motion <br />carried 3 ayes, 0 nays. <br />A motion was made by Councilman Fulbright, seconded by Councilman Boyd <br />to allow Councilman Thomas to return to the Council meeting. The motion <br />carried 3 ayes, 0 nays, and Councilman Thomas assumed his seat at the <br />Council table. <br />City Manager Malone called for consideration of and action on authorizing the <br />preparation of an ordinance approving the Site Plan for Planned Development <br />District - Retail Shopping Center (PD -a) on Lot 4, Block 7, Springlake Addition, <br />located at 385 280' Street N. E. <br />A motion was made by Councilman Fulbright, seconded by Councilman <br />Thomas authorizing preparation of an ordinance approving the Site Plan for <br />Planned Development District - Retail Shopping Center (PD -a) on Lot 4, Block <br />72 Springlake Addition. The motion carried 4 ayes, 0 nays. <br />City Manager called for consideration of and action on authorizing preparation <br />of an ordinance closing a 16 foot alley located in City Block 11, beginning <br />approximately 108 feet west of I' Street N. E. in the north boundary line of <br />East Houston, thence north a distance of approximately 108 feet, thence east <br />a distance of approximately 108 feet to the west boundary line of I' Street N. <br />E. <br />City Manager Malone advised the Council that a petition had been received <br />
