PLANNING AND ZONING COMMISSION MEETING <br />January 5, 1998 <br />The Planning and Zoning Commission met Monday, January 5, 1998 at 5:30 in the City <br />Hall - Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter- Chairman 5. Bobby L. Myers <br />2. Eva Flenniken 6. Marshall Kent <br />3. Michael Dangerfield 7. Cesar Horta <br />4. Louis Yates, Jr. <br />Earl Smith, the City Engineer, was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the, December 1, 1997, regular planning and zoning meeting <br />were approved with a motion by Eva Flenniken and seconded by Bobby L. Myers. <br />The motion carried by a vote of 7 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Ron Edwards for a change in <br />zoning from a Multiple- Family Dwelling District No. 1 (AM-1) to a <br />Commercial District (C), on Lot 5, City Block 124, being number 605 Grand <br />Avenue. <br />The public hearing was declared open. <br />No one was present to speak in favor of the petition. <br />Betty Jackson, speaking for her mother who lives at 502 Grand Avenue and two <br />other property owners, spoke in opposition to the zoning change. <br />Ms. Ruth Welch, 646 Grand Avenue, spoke in opposition to a second -hand store. <br />Roy Welch, 607 Grand Avenue, states neighborhood exists as Single Family and <br />he desires it to remain as such. He is fearful of whole street zoning changing <br />eventually. <br />John Welch, 225 S. Collegiate, spoke in opposition stating concern for traffic, <br />parking inadequate, and fearful of other properties being used for parking. This <br />type of business would lower property values. <br />Earl Smith, City Engineer, informed Commission of opposition by Rex Jennings of <br />Tyler, Texas, who owns property at 618 W. Kaufman. <br />There was no further opposition, the public hearing was declared closed. <br />
