903 <br />Malone said we have a certain amount of money available at this time, and the <br />City is trying to spend this in a way that is conducive to managing the projects <br />carefully, so the City is trying to phase these things in over a five year period. <br />City Manager said that when Mr. McClain is giving the multi -year projection, <br />he is basing that on the City's projection of capital needs, and spacing that out <br />over the period of time. It may be that some new regulation or some result of <br />this study may change what was thought was going to be the priority. <br />Dave Philley, 1336 E. Polk, appeared before the Council wanting to know if, <br />and how much, money was taken out of Water and Sewer and put into the <br />General Fund in 1976? Mr. Philley said he was told by a reliable source that it <br />was over a million dollars taken out in 1976. Mr. Philley said taking money out <br />of the Water and Sewer Fund and charging customers for it is not right as far <br />as he is concerned. <br />Councilman Thomas advised that he was told that this money is kept separate <br />and they do their best not to take one from one source to the other. <br />Mr. Philley said to hire a person to come here, and the City give him all the <br />information he wants and goes to a computer and he tells the City how much <br />rate increase you need, it is ridiculous as far as he was concerned. Mr. Philley <br />said in talking about the growth of the City, in 1875 the population here was <br />18,500 people, where we are nearly 25,000 right now. Mr. Philley said you do <br />not talk about growth in a City this size and area. Mr. Philley said he was on the <br />Council for two terms and knows how it operates, and to him to hide things <br />from the public is ridiculous as far as he is concern. <br />Gene McWaters came forward stating that he would like to ask him how he <br />figured the administrative needs how it figured in the allocations? Was it still <br />$750,000.00 a year that is transferred out? Is that pretty common? <br />Mr. McClain advised that the administrative fee is currently being preformed by <br />an in -house indirect cost allocation plan, and in lieu the impact on the rates, the <br />
