Mr. McClain pointed out the accounting <br />functions, and explained that since this is a business of the Water and Sewer <br />Fund, if you did not have a Finance Department, then it would have to have it's <br />own Finance Department. <br />Mack Ross, 3475 Reno Drive, appeared before the Council wanting to know the <br />40 % that was in the newspaper on Lamar County Water, the possible 40% <br />increase on Campbell Soup in the Power Plant, Mr. McClain has not mentioned <br />that, and wanted to know if Mr. McClain could explain that. <br />Mr McClain said that basically these percentages for the large user have to do <br />with, that is where their consumption has actually gone down over the last four <br />or five years, but the cost has remained up. Lamar County Water Supply <br />District, basically, what has happened there is there has been a reconfiguration <br />of the system, and four years ago, they were not charged any distribution cost, <br />and the way the new rates are being computed for them the bulk of the <br />difference with them has to do with being charged for the transmission and <br />distribution cost. <br />Mr. Ross wanted to know if Mr. McClain had gotten with Lamar County Water <br />and seen what they had spent in the last year or year and one -half on <br />distribution? <br />
