Does that not effect their desire not to want to pay 40% increase <br />to the City of Paris? <br />Mr. McClain said it may be that way, but the fact of the matter is, we do have <br />this large user agreement, and one of our charges in doing the rate study was to <br />compute the rates according to what the large user agreement sasys as to how <br />they read. <br />Mr. Ross wanted to know how Paris increased their distribution to Campbell <br />Soup? <br />City Engineer, Earl Smith, came forward refreshing the Council's memory of <br />this - when the City undertook the last water treatment expansion, which goes <br />back to the Master Water Plan, there was a study of the Water Treatment Plant, <br />it was determined that if we lowered the pressure delivery of water from the <br />treatment plant to ground storage instead of pressuring the City from the Water <br />Treatment Plant, that we could realize power saving and take the peaking factors <br />that existed at the treatment plant and put those in ground storage. Mr. Smith <br />said when this was done, we had a contract with Campbell Soup that said we <br />had to supply water to them at a certain pressure, and when we lowered the <br />pressure on the pumps at the water treatment plant to deliver water to ground <br />storage, the City could not meet the terms of the pressure requirements in that <br />contract, so part of the expansion routed another pipe line to ground storage <br />back to Campbell Soup and Tensaka, which put them on the distribution system. <br />Mr. Smith said that in the past, Lamar County, Tensaka, and Campbell Soup, the <br />City had to find the pipeline between the Water Treatment Plant and ground <br />storage as a transmission main, even though the pressure in that main along that <br />piece of the route was probably 80 to 90 pounds.
