• <br />City Council Meeting <br />March 10, 1997 <br />an action item later in the meeting. <br />Teachers Tim Taylor, Loren Stephens and Sue Pynes with students from Crockett Middle <br />School presented the results of the Youth Recreation in Paris Survey. Students, Sheila <br />Crawford, John Wright, Lindsey Johnson, and Adrian Glover presented their essays on the <br />subject, and invited member of the Council to attend the Crockett Parent & Community Summit <br />at Paris High School, March 20, at 7:00 P.M. The Summit will include choreographed music <br />by the choir department, student displays and oral persuasive pieces, and a student- produced <br />video from interviews collected on February 28, 1997. <br />Basically what the survey said was that 90% of adults and student through it would be a good <br />idea to have a youth recreational center, and 85% thought the funds should come from the <br />private sector. <br />Mayor Clifford thanked the student for coming and said he did participate in their Video <br />interviews at Crockett. Mayor Clifford commended the students for their efforts in this area. <br />Mayor Clifford said that in his interview he told them that this Council and other City Councils <br />are very receptive to what they deem the constituents desired. <br />Ms. Naomi Bates appeared before the Council requesting drainage for the 300 Block of 7' <br />Street S. E. Ms. Bates told the Council that there was not a problem with the drainage until <br />the Magnolia Apartments were built in 1984 which is located next door to her property. Ms. <br />Bates said the water comes down the street, crosses the street to a side lot which makes a lake <br />in her yard Ms. Bates presented the Council with photographs of the drainage and requested <br />help from the City. <br />City Manager Malone advised that there are many surface drainage problems throughout the <br />City, and if the Mayor would like to appoint a committee and take a look at the problem, they <br />could take a look at the areas. City Manager Malone said the City does not have a solution to <br />this particular problem. That surface drainage problems are many in the City, and there are no <br />funds available at this time to address the drainage. <br />After further discussion, Mayor Clifford directed the City Manager to set us a tour for the <br />Council to take a look at this problem. <br />Mr. Russell Korth and Lynn Hullinger appeared before the Council regarding review of a loan <br />on Park Village Apartments. Mr. Korth said in July 1994 they purchased Park Village <br />Apartments which is a 40 -unit complex that once was a part of the Casa Bonita Apartments on <br />the corner of Henderson Street and 7' N. W. Street. In August they signed an agreement with <br />
