MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />APRIL 14, 1997 <br />The City Council of the City of Paris met in regular session, Monday, April 14, 1997, 6:00 P. M., City <br />Council Chambers, City Hall, Paris, Texas. Mayor Eric S. Clifford called the meeting to order with <br />the following Council Members present: Charles Fulbright, Alan Boyd, Richard Hunt, Charlie Neeley, <br />Millie McDonald, and Thetis L. Elder. City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, and City Clerk, Mattie Cunningham was also present. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. <br />City Manager Malone presented the minutes of the Planning and Zoning Commission's meeting held <br />April 7, 1997, and attached hereto as Exhibit A to these minutes. <br />Mayor Clifford declared the public hearing open to consider the petition of Ozie Battle for a change <br />in zoning from a Two - Family Dwelling District (2F) to a Commercial District (C) on Lots 4A and <br />5B, City Block 44 -A, located in the 100 Block of 4' Street N. W. <br />Mayor Clifford called for proponents to appear, and Ozie Battle appeared before the Council in behalf <br />of her petition. Ms. Battle said that she was under the impression that this property was already <br />zoned commercial. Ms. Battle said she has a buyer for who wants to place a B -B -Q stand at this <br />location pending the zoning change. <br />Mayor Clifford called for opponents to appear, and Mrs. Boyd Cunningham forward presenting a <br />petition containing ten names of property owners objecting to the zoning change. Ms. Cunningham <br />said she was representing her mother who lives at 118 a N. W. Ms. Cunningham said the reason <br />for their objection is - this is an older established neighborhood, and homes on the North, South and <br />East side of the property to be rezoned there are apartments on the South; Southeast, 4'h is a short <br />street, one side is a fire zone; undeveloped streets, 5'h N. W. backing the property which looks like <br />a bad alleyway; undeveloped Street, West Houston which is on the west side of the property; 5' and <br />6'h N. W. are graveled with no curb and gutter, and this is a high crime area. <br />No one else appeared, and the public hearing was declared closed. <br />After Discussion, a motion was made by Councilwoman McDonald, seconded by Councilman Boyd <br />to deny the zoning change. The motion carried 6 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open on the petition of Goldie Thomas Welch for a change. <br />in zoning from a Commercial District (C) to a Commercial District (C) with Specific Use Permit (52) <br />- Signs and Billboards, on Lot 21, City Block 315, being number 4455 Lamar Avenue. <br />Mayor Clifford called for proponents to appear and David Thomas appeared in behalf of the zoning <br />change telling the Council he wanted to install a billboard at this location. <br />Mayor Clifford called for opponents to appear, none appeared, and the public hearing was declared <br />
