o1)oo <br />closed. <br />A motion was made by Councilman Neeley; seconded by Councilwoman McDonald authorizing the <br />preparation of an Ordinance changing the zoning from a Commercial District (C) to a Commercial <br />District (C) with Specific Use Permit (52) - Signs and Billboards on Lot 21, City Block 315. The <br />motion carried 6 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open on the petition of Don Wilson for a change in zoning <br />from a Multiple- Family Dwelling District No. 1 (1V1F -1) to a Commercial District (C) on Lot 7, City <br />Block 135, being located at 418 W. Washington Street. <br />Brad Hutchings, Attorney, appeared before the Council in behalf of the property owner. He stated <br />that this property is the Old Fielding Home on West Washington Street, it is being renovated, and the <br />proposed use is an Event House such as catering parties, wedding receptions, and private banquets. <br />Basically food will be catered to all those events. Off street parking will be furnished in accordance <br />with City code requirements, and parties of fifty or more will be furnished with a security guard for <br />monitoring the parking area. Mr. Hutchings said this property is not planned, and is not requested <br />for bed and breakfast. <br />No one appeared in opposition, and the public hearing was declared closed. <br />City Manager Malone called for consideration of and action on authorizing the preparation of an <br />ordinance amending Zoning Ordinance No. 1710 changing the zoning from a Multiple - Family <br />Dwelling District No. 1 to a Commercial District on Lot 7, City Block 13.5. <br />City Manager Malone advised the Council that the request was approved by the Planning and Zoning <br />Commission, and it would be appropriate for this zoning to be conditioned upon Lot 6, City Block <br />135 being rezoning in accordance with that lot being Public Lands and Institutions. It is being <br />referred to the Planning and Zoning Commission at this meeting and can be finally acted upon at the <br />May 12, 1997 City Council meeting. <br />A motion was made by Councilman Neeley, seconded by Councilwoman Elder authorizing the _ <br />preparation of an ordinance changing the zoning of Lot 7, City Block 135 to Commercial District <br />conditioned upon Lot 6, City Block 135, and Lot 9, City Block 151 being rezoned as Public Lands <br />and Institutions. The motion carried 6 ayes, 0 nays. <br />City Attorney Haynes explained that the property adjacent to the Wise Field property has a <br />commercial use, that being office, when it is connected to Public Land and Institutions use, which <br />is also a neutral use as opposed to being residential or commercial, then it would put this piece of <br />property adjacent to the previous commercial use, and it would be extending a commercial area as <br />opposed to a spot zoning. <br />
