RESOLUTION NO.. 96 -013 <br />WHEREAS, the Mayor of the City of Paris, Eric S. Clifford, did, on the 8th day of <br />January, 1996, appoint a committee consisting of Council Members John Bell, Alan Boyd, and <br />Charles Fulbright for the purpose of studying a proposal to allow for temporary closure of the <br />area around Culbertson Fountain for a special event; and, <br />WHEREAS, said committee did, on the 12th day of February, 1996, recommend to the <br />City Council that the downtown area be available for temporary closures for special events, and <br />it is deemed appropriate that City policy which has prohibited the closure of streets for <br />commercial use be amended; and, <br />WHEREAS, in order to have an expeditious manner of approving requests for the <br />closure or use of any street for a special event, it is deemed appropriate that a committee, known <br />as the Special Events Committee, be created for the purpose of reviewing and approving <br />applications and plans from any group or person requesting such closure or use; NOW, <br />THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, that City <br />of Paris policy be, and the same is hereby, amended to allow for the closure or use of any street <br />in connection with a special event upon approval of detailed plans by the Special Events <br />Committee; and, <br />BE IT FURTHER RESOLVED, that a Special Events Committee consisting of the City <br />Manager, the City Attorney, the City Engineer, the Chief of Police, the Fire Chief, the Director <br />of Community Facilities and the Director of the Paris -Lamar County Health Department be, and <br />the same is hereby, created for the purpose of reviewing and approving applications and plans <br />from any group or person requesting the closure or use of any street in connection with a special <br />event. <br />PASSED AND ADOPTED this 12th day of February, 199 <br />Eric S. K. f aynes, y Attorney <br />Resolution No. 96 -014, resolving that it is determined that the <br />relocation of the 1996 Paris Art Fair to the downtown area serves a <br />public purpose; therefore, the temporary closure of the square around <br />Culbertson Fountain and streets one block in all directions for such <br />event be, and the same is hereby authorized, subject to final approval <br />of detailed plans by both the Special Events Committee and the State of <br />Texas, and further resolving that the Agreement for the Temporary <br />Closure of State Right -of -Way is hereby approved, was presented. A <br />motion was made by Councilman Fulbright, seconded by Councilman Boyd <br />for approval of the resolution. The motion carried 7 ayes, 0 nays. <br />
