Fair. Ms. Malone presented the Council with a map showing the layout
<br />of the proposed area. Ms. Malone said the Down Town Merchants welcomes
<br />them, she presented a fire plan, and a plan that details the staking of
<br />tents which would involve water barrels.
<br />After discussion, Mayor Clifford appointed a committee consisting of
<br />Councilman Bell as Chairman, Councilman Boyd, and Councilman Fulbright
<br />directing them to meet with the Fire Chief, Police Chief, City
<br />Engineer, City Manager, and City Attorney to meet with Ms. Malone, and
<br />bring back a recommendation to the Council in February, to also have a
<br />action item placed on the agenda for February.
<br />City Manager Malone called for consideration of and action on approval
<br />of the final plat of Lot 26, and 27, City Block 91, and advised that
<br />this item had been tabled at the January 4, 1996 meeting, and a motion
<br />to bring from the table would be in order.
<br />A motion was made by Councilman Fulbright, seconded by Councilman Bell
<br />to bring the above item from the table. the motion carried 6 ayes, 0
<br />nays.
<br />A motion was made by Councilman Bell, seconded by Mayor Clifford
<br />finding a special circumstance which is that many lots in the vicinity
<br />of the subject property do not meet minimum lot size requirements; that
<br />enforcement of the provisions of this subdivision ordinance will
<br />deprive Mr. Johnson of a substantial property right that being the
<br />right to reasonably develop his property to the highest and best use;
<br />and that the suspension of the lot size rules, if granted, will not be
<br />materially detrimental to the public welfare, nor be injurious to other
<br />property or property rights in the vicinity, and will in fact enhance
<br />the property value in the vicinity. The motion carried 6 ayes, 0 nays.

<br />to approve the Final Plat of Lots 26, and 27, City Block 91, subject to
<br />the requirements of the City Engineer. The motion carried 6 ayes, 0
<br />nays.

<br />authorizing preparation of an ordinance amending Chapter 7, Article II,
<br />of the Code of Ordinances of the City of Paris, adopting the Standard
<br />Building Code, 1994 Edition, and the amendments or modification
<br />thereto, to be presented at a future City Council meeting. The motion
<br />carried 6 ayes, 0 nays.

<br />of the Code of Ordinances of the City of Paris, adopting the Standard
