r <br />s <br />Zoning Commission had denied approval of the preliminary plat, and <br />recommended that the Council also deny this matter. <br />A motion was made by Councilman Bell, seconded by Councilman Boyd to <br />deny approval of the Preliminary Plat of Winslow Addition as <br />recommended. The motion carried 6 ayes, 0 nays. <br />Mayor Clifford asked if there were any corrections to the minutes of <br />previous meeting, there being none, the minutes were approved as <br />presented on a motion by Councilman Neeley, which was seconded by <br />Councilman Bell, and carried 6 ayes, 0 nays. <br />City Manager Malone- stated that the next item on the agenda was <br />receipts of reports from committees, boards and commission, and minutes <br />from the Paris Public Library Advisory Board, Paris Economic <br />Development Corporation, Paris -Lamar County Board of Health, and <br />Planning & Zoning Commission, with no action being required. <br />Ms. Lori Coffman Sours, Field Service Representative of the Texas <br />Municipal League Intergovernmental Risk Pool, appeared before the <br />Council presenting a refund check in the amount of $22,286.00 for <br />workers' compensation. Ms. Sours explained that their board met in <br />January and they had over 4.5 million dollars in their workers' <br />compensation fund, and as you know, they are a non - profit organization <br />and they are required to refund the money to their members. <br />Mr. Charles Battle, Sr. of the N.A.A.C.P., appeared before the Council <br />regarding graffiti on building located at the corner of 5th Street and <br />Tudor Street. Mr. Battle told the Council that graffiti is on this <br />building on 5th Street and Tudor Street, that his office was just up <br />the street, and it has been on there for six months. They did not <br />remove the writing because they thought that their City Councilman <br />would come forward regarding this matter, but he did not. Mr. Battle <br />said in this area there are approximately seven churches, and these <br />people have to come by and see this writing. Mr. Battle wanted to know <br />who is responsible for removing the writing. <br />City Manager Malone advised Mr. Battle that the property owners are <br />responsible for removing the graffiti. City Manager Malone said the <br />city staff is in the process of researching anti - graffiti ordinances, <br />and primarily the focus is on the property owner. City Manager Malone <br />said at this time we do not have an anti - graffiti ordinance of that <br />nature, it was his understanding that upon notification to the city <br />with that type model ordinance you would send a notice to the property <br />owner and give them a fixed amount of time to remove the graffiti from <br />their property, if the graffiti is not removed by the property owner <br />within ten days, and if it was not removed by the property owner, then <br />he would be fined. City Manager Malone said that if you can catch a <br />graffiti artist in the act, you will not have graffiti, and that is <br />difficult to do. City Manager Malone advised that the only way to get <br />at this problem is to pass a graffiti ordinance that places the burden <br />on the property owner. <br />
