A t 1 <br />Mayor Clifford said he has checked with City Attorney Haynes and he is <br />checking some of the vario .cgordj�n�� ,tes that other communities have <br />passed to give the city some power to do something to the property <br />owners, and feels that the City of Paris will do something in the near <br />future after further research. <br />A motion was made by Councilman Fulbright, seconded by Councilman Boyd <br />authorizing preparation of an ordinance providing for the establishment <br />of maximum, reasonable and prudent rates of speed on certain portions <br />of certain streets and highways and public places in the City of Paris <br />based upon the Texas Department of Transportation Traffic Study and <br />Survey. The motion carried 6 ayes, 0 nays. <br />City Manager Malone announced that the next <br />consideration of and action on authorizing <br />ordinance revising Section 16 -42 (a) (1) of <br />providing that the Solid Waste Health and Saf <br />shall not apply to residential units which are <br />complex consisting of three or more units. <br />item on the agenda was <br />the preparation of an <br />the Code of Ordinances <br />ety Service Fee of $4.50 <br />a part of a multi - family <br />Mayor Clifford said he placed this item on the agenda because he has <br />been hearing about this from people since his first time on the Council <br />eight or nine years ago, and he said that he was always explaining to <br />people why they are paying a city sanitation fee when they do not pick <br />up the trash at these units. Mayor Clifford said it may be a fair tax, <br />and that is what it is, but it is a grossly misunderstood tax by the <br />property owners of these units. Mayor Clifford said back in the fall <br />this matter was discussed, and he felt that the only way to get this <br />off high center and try to come up with either alternate funding or <br />something to get this matter resolved. Mayor Clifford said there were <br />several people present who wanted to speak. regardiag this matter, and <br />there were several people who could not be here tonight, and he is <br />going to ask that this be tabled. <br />Jim Bell came forward stating that this is more of a tax instead of a <br />service fee, and the reason being, it is levied on a multi - family basis <br />against units whether people are in the units or not, and people are <br />the ones that are generating the trash, not the property. It is not <br />levied against vacant property in which there is no water meter. There <br />are a number of methods that makes this particular cost of this item <br />unfair. Mr. Bell recommended that the City look at alternative <br />methods. In fact, he said it would be appropriate to look at taking <br />that entire portion and moving it over to a tax supported as opposed to <br />a fee based item because everyone in the City of Paris benefits from <br />the type of services that this fee goes to pay for, and that would be <br />the sweeping of the streets. <br />Councilman Neeley said he pays approximately $12.00 at his house, and <br />Mr. Bell has apartments and he is charged $4.50 for the street sweeping <br />services per units. Mr. Neeley said it would not be proper to change <br />it in the middle of a budget year. <br />Bill Bone came forward explained to the City Council as to how the fee <br />was established.
