Mr. Bone said that while he was on the Council <br />it paid off, So the night that it paid off he made his speech to the <br />effect that it was paid off, and we can drop the $4.50 off the water <br />bill, and Mr. Malone said no, we need the money. Mr. Bone went on to <br />say that when this is figured for the next budget, he would like for <br />the Council to look to the business people that are paying this, it is <br />as unfair to them as anyone. <br />Barney Bray was also present stating that he has the same attitude as <br />you do. Mr. Bray pointed out that if the City would look in to it, <br />there are institutions in the City that pay only $5.50 to have two or <br />three hundred feet of road frontage, where he might pay $80.00 for an <br />apartment complex where he has only 80 foot of road frontage. Mr. Bray <br />said the apartment house people that are here feel like we should not <br />pay some fee, but they would like for the City to go back and look at <br />this problem with the fee and develope a fair and equitable fee for <br />everyone. <br />Councilman Neeley` and Councilman Fulbright voiced their concern about <br />taking the fee off of the apartment owners, and not removing it from <br />the residential customers. <br />Mayor Clifford requested that the City Manager bring 'some type <br />suggestion to the Council, and appointed Councilman Boyd, Councilman <br />Neeley, and Councilman Fulbright as a committee to study the Solid <br />Waste Health and Safety Service Fee and bring back a recommendation to <br />the Council. <br />After further discussion, a motion was made by Councilman Fulbright, <br />seconded by Councilman Jenkins to table action on authorizing <br />preparation of an ordinance revising Section 16 -42 (a) (1) of the Code <br />of Ordinances providing that the Solid Waste Health and Safety Service <br />Fee of $4.50 not be applied to residential units which are a part of a <br />multi- family complex consisting of three or more units.
