MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />January 25, 1996 <br />The City Council of the City of Paris met in special session, Thursday, <br />January 25, 1996, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Eric S. Clifford called the meeting to order with the <br />following Councilmembers present: Charles Fulbright, Alan R. Boyd, <br />Richard Hunt, John Bell, and Aaron Jenkins, Councilman Charles H. <br />Neeley absent. Also present was City Manager, Michael E. Malone, City <br />Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />City Manager Malone announced the special meeting was called for the <br />purpose of canvassing the returns of the Amendments to Section 4, 8, <br />13, 16, 17, 19, 20, 29, 44, 74, 75, 76, 77, 93, 95, 99 and 131 of the <br />Charter of the City of Paris Election held on January 20, 1996. <br />The returns were presented to Mayor Clifford and read aloud. <br />Resolution No. 96 -007, resolving that the canvass of the returns of the <br />votes in the seven respective voting boxes in the special election held <br />by the qualified voters of the City of Paris, Paris, Texas, on the 20th <br />day of January 1996, for the purpose of voting on proposed amendments <br />to the Charter of the City of Paris; and it is declared and determined <br />that Proposition No. 1 passed, receiving 706 yes votes and 190 no <br />votes, Proposition No. 2 passed, receiving 701 yes votes and 194 no <br />votes, Proposition No. 3 passed receiving 473 yes votes and 425 no <br />votes, Proposition No. 4 passed receiving 650 yes votes and 237 no <br />notes, Proposition No. 5 failed, receiving 411 yes votes and 484 no <br />votes, Proposition No. 6 passed, receiving 692 yes votes and 201 no <br />votes, Proposition No. 7 failed, receiving 363 yes votes and 534 no <br />votes, Proposition No. 8, failed receiving 356 yes votes and 540 no <br />votes, Proposition No. 9, failed receiving 360 yes votes and 564 no <br />votes, Proposition No. 11 passed, receiving 682 yes votes and 209 no <br />votes, and Proposition No 12 passed, receiving 668 yes votes and 221 no <br />votes, was presented. A motion was made by Councilman Bell, <br />by Councilman Boyd for approval of the resolution. The motion <br />6 ayes, 0 nays. <br />seconded <br />carried <br />
