MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 12, 1996 <br />The City Council of the City of Paris met in regular session, Monday, <br />February 12, 1996, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Eric S. Clifford called the meeting to order with the <br />following Councilmembers present: Charles Fulbright, Alan R. Boyd, <br />Richard Hunt, Charles H. Neeley, John Bell, and Aaron Jenkins. Also <br />present was City Manager, Michael E. Malone, City Attorney, T. K. <br />Haynes, and City Clerk, Mattie Cunningham. <br />Invocation was given by Councilman Aaron Jenkins. <br />Mayor Clifford asked if there were any corrections to the minutes of <br />previous meeting, there being none, the minutes were approved as <br />presented. <br />City Manager Malone announced that the next item on the agenda was <br />receipt of reports from committees, boards, and commissions, and the <br />minutes from the Art Fair Relocation Committee, Paris Public Library <br />Advisory Board, Paris Economic Development Corporation, Paris -Lamar <br />County Board of Health, Airport Advisory Board, Building Commission, <br />and Electrical Board, with no action being required at this time. <br />On the recommendation of the Traffic Commission, a motion was made by <br />Councilman Bell, seconded by Councilman Neeley authorizing the <br />preparation of an ordinance revising Section 31 -65 (b) of the Code of <br />Ordinances revising the Traffic - Control Map Providing for stop signs on <br />26th Street N. E. at E. Cherry Street stopping southbound traffic on <br />26th Street N. E. at E. Cherry Street, and on Aspen Street at F. M. 195 <br />stopping northbound traffic on Aspen at F. M. 195. The motion carried <br />7 ayes, 0 nays. <br />Mr. Tim Masters of TCA Cable appeared before the Council informing them <br />that TCA Cable is adding a lot of new services, levels of programs, <br />adding approximately 27 new channels to their total channel lineup, and <br />they were real excited about this. Mr. Masters said there would be <br />some rate adjustments and explained that TCA Cable has not had a rate <br />increase since November 1993. In 1994 the FCC mandated that they <br />equalize their revenues, they could not increase their revenues, they <br />had to equalize the revenues. Mr. Masters explained that part of the <br />adjustment is the normal cost of doing business. The cost of the basic <br />package is $9.40 it will go to $10.80, standard will go from $11.20 to <br />$13.90, but they will be adding eight new services to that making 22 <br />channels, then they have created a new level of service which is the <br />premier package which is nine channels including Disney which has been <br />a premium service, and the cost is $5.95 a month. Mr. Master said <br />their goal would be to start this new service March 1, 1996. Mr. <br />Master said that on certain levels of service will require the use of a <br />converter box, and there is a monthly rental fee required for this <br />service. <br />City Manager Malone announced that the next item on the agenda under <br />Personal Appearance is Mr. Gary Vest requesting approval of a revised <br />
