MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />January 17, 1995 <br />The City Council of the City of Paris met in special session, Tuesday, <br />January 17, 1995, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Pro Tem, Eric S. Clifford called the meeting to order <br />with the following Councilmembers present: Millie Ingram McDonald, <br />Wayne Brown, John Bell, and Aaron Jenkins. Also present was City <br />Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />City Manager Malone announced that the <br />personal appearances, and called for Mr. <br />E. to appear regarding zoning on Lots 3, <br />Addition. <br />first item on the agenda was <br />Terry Efaw, 625 26th Street N. <br />4, and 5, Block B, Ridgecrest <br />Mr. Terry Efaw, 625 26th Street N. E., came forward telling the Council <br />that he and his wife was over 50 years old and one of their main dreams <br />was to own a home in nice neighborhood, and when they purchased their <br />home, that is what they thought they had. One of the things they did <br />not want was duplexes in their neighborhood, and if Mrs. Johns zoning <br />change is approved, that is what is going to happen, then the next <br />change will be rezoning across the street next to his property. Mr. <br />Efaw asked the Council if you spend your life savings building a dream <br />house, would they want to have duplexes next door, and said he did not <br />think they would. Mr. Efaw said it was his feeling that people would <br />take better care of a rent house than an apartment or duplex. Mr. Efaw <br />further stated that duplexes would devalue his property. Mr. Efaw <br />presented the Council with a letter written by Garland Lamb serving as <br />notice of his opposition to the rezoning as follows: "It is my opinion <br />that in the future, this change in zoning may possibly affect the <br />resale of one family dwellings as well as change the climate of the <br />street. I am not opposed to the building of one family dwellings <br />intended to be rental properties. Please carefully consider this in <br />making your decision in this matter. The families who currently live <br />nearby deserve to be considered in this final decision. Garland Lamb." <br />Mayor Pro Tem Clifford called for citizens owning property within 200 <br />feet of property on Lots 3, 4, and 5, Block B, Ridgecrest Addition <br />regarding zoning to come forward, and none appeared. <br />Mayor Pro Tem Clifford called for Mr. and Mrs. Robert Johns to come <br />forward regarding zoning on Lots 3, 4, and 5, Block B, Ridgecrest <br />Addition, and Mrs. Jill Johns, 577 Timberbrook Drive, appeared before <br />the Council presenting a petition in favor of the zoning change <br />containing four signatures of property owners along with a packet <br />containing a floor plan of the proposed duplexes. Ms. Johns explained <br />that each lot shall contain no more than one duplex constructed on its <br />premises, each duplex shall contain a minimum of 1800 square feet, <br />constructed of brick veneer with the construction being in compliance <br />with existing structures, privacy fencing in patio area, and they would <br />be responsible for the maintenance and up -keep of the yard areas. <br />
