708 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />The City Council of the City of Paris met in special session, Thursday, <br />January 6, 1994, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Pro Tem Don Shelton called the meeting to order with the <br />following Councilmembers present: Jim Bell, Wayne Brown, John F. Bell, <br />and Rondie Williams. Also present was City Manager, Michael E. Malone, <br />City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Joe McCollum, Director of Community Development, presented the minutes <br />of the Planning and Zoning Commission's meeting held January 3, 1994, <br />and attached hereto as a part of these minutes as Exhibit A. <br />Mayor Pro Tem Shelton announced that the first item on the agenda had <br />been tabled at the December 9, 1994, and a motion was needed to bring <br />this item from the table was in order if the Council wished to consider <br />this matter tonight. A motion was made by Councilman Jim Bell, <br />seconded by Councilman Williams to bring Agenda Item No. 3 from the <br />Table, continuation of public hearing to consider the petition of <br />Buford Jordan for a change in zoning from a Two Family Dwelling <br />District (2F) to a Multi - Family Dwelling District No. 1 (MF -1) on Lot <br />10, Block 6, Locust Hill Addition located at 1022 S. W. 3rd Street. <br />The motion carried 5 ayes, 0 nays. <br />Mayor Pro Tem Shelton declared the public hearing open on the petition <br />of Buford Jordan, and called for proponents to appear. <br />Lloyd Melvin came forward telling the Council that his plan is to <br />purchase this property and construct a 7 unit apartment building. Mr. <br />Melvin said the apartments would be one bedroom efficiency units for <br />the elderly. <br />Mayor Pro Tem called for opponents to appear, none appeared, and the <br />public hearing was declared closed. <br />A motion was made by Councilman Jim Bell, seconded by Councilman Brown <br />authorizing preparation of an ordinance to be presented at the next <br />regular council meeting changing the zoning on Lot 10, Block 6, Locust <br />Hill Addition from Two Family Dwelling District to a Multi- Family <br />Dwelling. The motion carried 5 ayes, 0 nays. <br />Councilman John Bell requested the Council to excuse him due to <br />conflict of interest regarding the next item on the agenda. A motion <br />was made by Councilman Jim Bell, seconded by Councilman Brown to excuse <br />Councilman John Bell. The motion carried 4 ayes, 0 nays, and <br />Councilman John Bell departed the Council chambers. <br />Mayor Pro Tem Shelton declared the public hearing open on the petition <br />to change the zoning from a One Family Dwelling District (SF -2) to a <br />Planned Development - Retail District (PD -a) on Lots 8A, 8B, 9, 110, <br />10A, 11, City Block 222 -B and on Lots 16 and 17 and part of Lots 15 and <br />18, City Block 286 located between Lamar Avenue and E. Price Street <br />from Collegiate Drive west to a point 158 feet west of 27th N. E. <br />
