"709 <br />Mayor Pro Tem Shelton called for proponents to appear, and Eddie <br />McFadden, 125 27th N. E., appeared before the Council representing the <br />property owners, presented petitions and a letter from property owners <br />requesting that the zoning be changed to General Retail District <br />instead of Planned Development District, and asked that the matter be <br />tabled until the next meeting. <br />Hedy Nash, 115 N. E. 27th, also appeared before the Council requested <br />that the Council table action on the zoning request so that it could go <br />back to the Planning and Zoning Commission so that the 30 day notice <br />can be given for this property to be zoned General Retail. Ms. Nash <br />said that all the neighbors were in agreement including the two people <br />who were opposed to the zoning change at the last meeting. <br />Mayor Pro Tem Shelton called for opponents to appear and Betty <br />Vandever, 2720 Culbertson, appeared before the Council questioning the <br />Council to see if they had taken in account the drainage problem, the <br />water runoff when they allow all the concrete to be put down on the <br />hill above. Ms. Vandever said she has the ditch that runs on two sides <br />of her property, and the City has enlarged one of the ditchs, but they <br />stopped at her property. Ms. Vandever requested that the Council <br />consider the drainage down the line, and if the ditch can be enlarged, <br />she did not have a problem. <br />Mayor Pro Tem Shelton advised Ms. Vandever that the City has long range <br />plans addressing the drainage problem in the area that she was <br />concerned with. <br />After further discussion, a motion was made by Councilman Jim Bell to <br />continue the public hearing on this matter at another time. The motion <br />was seconded by Councilman Brown, and carried 4 ayes, 0 nays. <br />A motion was made by Councilman Jim Bell to table Agenda Item No. 6, <br />consideration of and action on authorizing the preparation of an <br />ordinance amending Zoning Ordinance No. 1710 changing the zoning from a <br />One Family Dwelling District (SF -2) to a Planned Development - Retail <br />District (PD -a) on Lots 8A, 8 -B, 9, 10, 10 -A and 11, City Block 222 -B <br />and on Lots 16 and 17, and part of Lots 15 and 18, City Block 286 <br />located between Lamar Avenue and E. Price Street from Collegiate Drive <br />west to a point 158 feet west of 27th N. E. The motion was seconded by <br />Councilman Brown, and carried 4 ayes, 0 nays. <br />A motion was made by Councilman Jim Bell, Seconded by Councilman Brown <br />to allow Councilman John Bell to return to the Council meeting. The <br />motion carried 4 ayes, 0 nays. <br />City Manager Malone advised the Council that Agenda Item No. 17 which <br />was a public hearing to consider the petition of Darrell Coats for site <br />plan approval in a Planned Development - Housing District on the south <br />250 feet of Lots 18 -A and 19, City Block 249 located on the east side <br />of S. Collegiate Drive, 160 feet north of Hubbard Street that item and <br />the following item which is action on authorizing preparation of the <br />ordinance, will not be considered tonight due to the City being <br />restrained. <br />
