928 City Manager Malone advised the Council that the next item on the agenda was a resolution authorizing the execution of a hanger lease with Larry Townes at Cox Field Airport. City Attorney Haynes said that the hanger lease is not yet ready, the information from the desiring party is being passed through his attorney who will come up with a lease that can be recommended to the Council. Eric Clifford, Attorney representing Mr. Townes, was present telling the Council that Mr. Townes proposed to bring in several jets. Mr. Clifford said they gave the City a runway extension in the Master Plan and in the next few years if we can justify a use for it, and on the annual survey based aircraft comes in, we tell_ them how Campbell Soup and Merico comes in to this airport in G2's and G3's, but this is marginal airport for that aircraft. We tell them about the 17 companies that come in here with Turbine Power Aircraft, and the next question is, how many do you have based there and it shoots us down. Until we have turbine powered aircraft based here, we probably are not going to get the grant for the runway extension and a lot of other improvements on the airport including possible instrument landing system. If Mr. Townes is successful on negotiating a lease and bases his aircraft at the airport, you will see an influx of four to five people coming in here working on and flying them. Mr. Clifford said the City should see an increase in fuel flowage fee because the fuel is cheaper in Paris. Mr. Clifford said this would allow us to open the door and make a good hard run at some additional runway space and improvements to the airport, because we will then be able to go to the Texas Department of Transportation and FAA, and say look, what we have here is, we have aircraft based here, we have a runway that is marginal with, and can not be used on a hot day, we can not put full fuel and full people on it on a hot day. That problem is already presenting itself with some aircraft now. Mr. Clifford requested the Council to table action on this matter, and bring it back next month. After further discussion, a motion was made by Councilman Shelton to table action on this item. The motion was seconded by Councilman John Bell, and carried 5 ayes, 0 nays. City Manager Malone advised the Council that the next. item on the agenda is a resolution granting the Reno Volunteer Fire Department authorization to create a rural fire prevention district which would include specified portion of the extraterritorial jurisdiction that the City of Paris now provides for and bring boundaries to the City of Paris City Limits, but the City Clerk has informed us that we have not authorized the City Attorney to prepare a resolution at a previous meeting. City Attorney Haynes said that if the Council desires for this to take place, there should on a motion telling us to prepare the resolution. City Attorney Haynes he understands that we have to negotiate or determine what conditions under which we want to agree to this, and he was looking for more information on the subject. A motion was made by Councilman Jim Bell authorizing preparation of a resolution, and have in the contract that the Council be able to recover any portion of the extraterritorial jurisdiction at any time. The motion was seconded by Councilman John Bell, and carried 4 ayes 1 nay, Mayor Fisher voting no. City Attorney Haynes presented the following petition for rezoning: R. P. Woodby, Lots 1, 2, 3, and 4, Block 1, Lamar Terrace Addition, from SF -2 District to General Retail District; Bobby Smallwood, Lot 12, City Block 321, from Commercial District to Commercial and Specific Use Permit - Auto Fuel Sales.
