932 <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MARCH 7, 1994 <br />The <br />Planning and Zoning Commission <br />of the City of Paris, Texas met <br />in <br />regular session Monday, March 7, <br />1994 at 5:30 P.M. in the <br />Council Room, City Hall, Paris, Texas <br />with the following members <br />present: <br />1. <br />Reeves Hayter - Chairman <br />5. <br />Barbara Gann <br />2. <br />Nadine Ausbie <br />6. <br />Marshall Rent, Jr. <br />3. <br />Eric Clifford <br />7. <br />Joe McCarthy <br />4. <br />Curtis Fendley <br />8. <br />Louis Yates, Jr. <br />Also present were Earl Smith, City Engineer and Joe McCollum, <br />Director of Community Development. <br />Chairman Hayter called the meeting to order and the Minutes of <br />February 7, 1994 were approved as presented. <br />Chairman Hayter declared the public hearing open on the petition of <br />Ken Coffey for a change in zoning from a Two Family Dwelling <br />District (2F) to a Commercial District (C) on Lots 3 and 3 -A, City <br />Block 227 -E located at 1933 and 1943 Pine Bluff Street. <br />Mr. Coffey was present and told the Commission his proposed <br />construction of a 40':X 80' metal building to house his appliance <br />repair and automotive air conditioning repair business would <br />improve the area by getting rid of 2 dilapidated houses. <br />Carolyn Whelchel, realtor for the property also spoke in favor of <br />the change saying it would be an improvement and increase the tax <br />base of the City. <br />No one else was present to speak and the public hearing was closed. <br />Mr. McCollum introduced a letter from Mrs. Tony Booth, owner of <br />property at 1958 Pine Bluff, objecting to the zoning change. <br />The Commission discussed the difference in General Retail Zoning <br />and Commercial zoning and the option of a Planned Development - <br />Commercial designation for the lots. <br />Following discussion, a motion was made by Ms. Ausbie, seconded by <br />Mr. McCarthy, to recommend denial of the petition. The motion <br />carried 6 ayes, 2 nays. Mr. Clifford and Mr. Fendley voted nay. <br />Chairman Hayter opened the public hearing on the petition of Sam <br />Bolton for a change in zoning from an Agricultural District (A) to <br />a Commercial District (C) on Lot 2, City Block 341 located on the <br />east side of Church Street, approximately 300 feet south of Loop <br />286 S.E. <br />
