MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />APRIL 4, 1994 <br />The Planning and Zoning Commission of i <br />in regular session Monday, April 4, <br />Council Room, City Hall, Paris, Texas <br />present: <br />1. Reeves Hayter - Chairman <br />2. Eric Clifford <br />3. Curtis Fendley <br />:he City of Paris, Texas met <br />1994 at 5:30 P.M. in the <br />with the following members <br />4. Marshall Kent Jr. <br />5. Joe McCarthy <br />6. Aaron Jenkins <br />Chairman Hayter called the meeting to order and the Minutes of <br />March 7, 1994 were approved on a motion by Mr. Clifford, seconded <br />by Mr. Fendley. <br />Chairman Hayter announced the public hearing would continue on the <br />petition of Richard Powell for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) and Specific Use Permit - Plant <br />Nursery to a Combination Planned Development - Commercial District <br />(PD a -1) and Planned Development - Housing District (PD -b) on Lots <br />9, 9A, 10, 11, 12 and 13, City Block 259 located on the north side <br />of East Cherry Street at the intersection of Collegiate Drive. <br />Mr. Powell was present and presented his Site Plan for Lots 9 and <br />10 City Block 259. The plan proposed a Mini Storage development to <br />replace the Nursery /Landscape business presently on the property. <br />He said it would be a better utilization of the property with less <br />maintenance. He pointed out that the existing house on the <br />property would be remodeled for office use and that the frontage on <br />Cherry St. would be properly landscaped and maintained. <br />None one else was present to speak for or against the proposed <br />zoning change and the public hearing was closed. <br />The Commission reviewed the recommendation of the City Engineer and <br />Discussed the proposed extension of Pine Mill Road that would <br />affect the development on its north end. <br />Following discussion Mr. Clifford made a motion to recommend <br />approval of the zoning change and Site Plan subject to the <br />requirements in the City Engineer's Memorandum dated April 4, 1994, <br />Marked Exhibit A and attached hereto and with the further <br />requirement that the north end of Mr. Powell's property not be <br />developed until the Pine Mill Road extension is designed to <br />determine the effect it will have on the development. <br />Mr. Fendley seconded the motion which carried 6 ayes, 0 nays. <br />Chairman Hayter declared the public hearing open on the petition of <br />R. P. Woodby for a change in zoning from a One Family Dwelling <br />District No. 2 (SF -2) to a General Retail District (GR) on Lots 1, <br />2, 3 and 4, Block 1, Lamar Terrace Addition located at 2246 Lamar <br />Avenue. <br />
