733 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 10, 1994 <br />The City Council of the City of Paris met in regular session, Thursday, <br />February 10, 1994, 6:00 P. M., City Hall, City Council Chambers, Paris <br />Texas. Mayor George Fisher called the meeting to order with the <br />following Councilmembers present: Don Shelton, Jim Bell, Millie Ingram <br />McDonald, Wayne Brown, and Rondie Williams. Also present was City <br />Manager. Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Joe McCollum, Director of Community Development, presented the minutes <br />of the Planning and Zoning Commission's meeting held February 7, 1994, <br />and attached hereto as a part of these minutes as Exhibit A. <br />Mayor Fisher announced that the first item on the agenda was <br />continuation of public hearing to consider a change in zoning from a <br />One Family Dwelling District (SF -2) to a Planned Development - Retail <br />District (PD -b) on Lots 8 -A, 8 -B, 9, 10, 10 -A, and 11, City Block 222 -B <br />and on Lots 16 and 17 and part of Lots 15 and 18, City Block 286 <br />located between Lamar Avenue and E. Price Street from Collegiate Drive <br />west to a point 158 feet west of 27th N. E. <br />Mayor Fisher called for proponents to appear, and Eddie McFadden, 121 <br />27th N. E., representing the owners of the above property requesting <br />that the zoning be changed to General Retail instead of Planned <br />Development - Retail: District. <br />Mayor Fisher called for opponents to appear, and none appeared and the <br />public hearing was declared closed. <br />City Attorney Haynes advised that new notices was given as requested by <br />the owners at the last meeting, so that required the Planning and <br />Zoning Commission hold a public hearing on the new requested zoning <br />change. The City Council had tabled the previous item which was <br />Planned Development - General Retail. <br />A motion was made by Councilman Williams, seconded by Councilman Brown <br />to bring Item No. 4, consideration of and action on authorizing the <br />preparation of an ordinance amending Zoning Ordinance No. 1710 changing <br />the zoning from a One Family Dwelling District (SF -2) to a Planned <br />Development - Retail District (PD -b) on Lots 8 -A, 8 -B, 9, 10, 10 -A, and <br />11, City Block 222 -B and on Lots 16 and 17 and part of Lots 15 and 18, <br />City Block 286 located between Lamar Avenue and E. Price Street from <br />Collegiate Drive west to a point 158 feet west of 27th N. E. from the <br />table. The motion carried 4 ayes, 2 nays, Councilman Shelton and <br />Councilman Jim Bell voting no. <br />A motion was made by Councilman Williams, seconded by Councilman Brown <br />authorizing preparation of an ordinance amending zoning ordinance No. <br />1710 changing the zoning from a One Family Dwelling District (SF -2) to <br />a Planned Development - Retail District (PD -b) on Lots 8 -A, 8 -B, 9, 10, <br />10 -A, and 11, City Block 222 -B and on Lots 16 and 17 and part of Lots <br />
