Councilman Shelton and <br />Councilman Jim Bell voting no. <br />A motion was made by Councilman Brown, seconded by Councilman Williams <br />to proceed to Item No. 5 of the corrected agenda. .T.he motion carried 6 <br />ayes, 0 nays. <br />Mayor Fisher declared the public hearing open on the petition for a <br />change in zoning from a Neighborhood Service District (NS) to a <br />General Retail District (GR) on Lots 8 -A, 8 -B, 9, 10, 10 -A, and 11, <br />City Block 222 -B and on Lots 16 and 17, and part of Lots 15 and 18, <br />City Block 286 located between Lamar Avenue and E. Price Street from <br />Collegiate Drive -west to a point 158 feet west of 27th N. E. <br />Mayor Fisher called for proponents to appear, and Eddie McFadden again <br />appeared and advised the Council that it was the request of the <br />property owners to have the General Retail Zoning. <br />Mayor Fisher called for opponents to appear, none appeared, and the <br />public hearing was declared closed. <br />A motion was made by Councilman Jim Bell, seconded by Councilman <br />Shelton authorizing preparation of an ordinance change in zoning from a <br />Neighborhood Service District (NS) to a General Retail District (GR) <br />on Lots 8 -A, 8 -B, 9, 10, 10 -A, and 11, City Block 222 -B and on Lots 16 <br />and 17, and part of Lots 15 and 18, City Block 286 located between <br />Lamar Avenue and E. Price Street from Collegiate Drive west to a point <br />158 feet west of 27th N. E., subject to those people providing drainage <br />plans upon development of the property, and to be presented at the next <br />regular council meeting. The motion carried 6 ayes, 0 nays. <br />Councilman John Bell entered the Council chambers and assumed his seat <br />at the Council table. <br />A motion was made by Councilman Jim Bell, seconded by Councilman <br />Williams to bring the public hearing to consider the petition of the <br />Lamar County Human Resources Coujncil, Inc., for a change in zoning <br />from a One Family Dwelling District No. 2 (SF -2) to a Planned <br />Development - Housing District (PD -b) on Lot 9, City Block 311 located <br />at 3390 Clarksville Street from the table. The motion carried 6 ayes, <br />1 nay, Councilman Shelton voting no. <br />Mayor Fisher called for proponents to appear and A. R. Martin, Pastor <br />of the Solid Rock Baptist Church, and is also the President of the <br />Board of Director of the Lamar County Human Resources Counci. Pastor <br />Martin said that there were two groups represented tonight, Lamar <br />County Human Resources Council and the 202 Special Committee for Golden <br />Acres, and asked those people to stand. Pastor Martin stated that a <br />$5,400,000.00 grant had been approved for the construction and 40 years <br />of maintenance for 50 units for the elderly in Paris. Pastor Martin <br />pointed out that 22% of the Lamar County population was elderly and <br />most were on fixed incomes so low that they were unable to maintain <br />their homes in a reasonable manner. He urged the Council to approved <br />the zoning change. <br />
