�3v <br />Raymond Armstrong, 645 S. E. 26th Street, was present telling the <br />Council that he has been a member of the Board of the Lamar County <br />Human Resources Council for 18 years, that the Council has been the <br />front line organization to bring food and services to citizens of this <br />community that have great needs. We have ten to twenty programs at <br />different times which includes not only food services, food for people <br />at sites, six to eight sites in this County, 250 delivery everyday to <br />homes, transportation and on and on. Mr. Armstrong discussed the 202 <br />Housing which is sponsored by the National Benevolent Association which <br />builds and sponsors, as we are seeking to do, 202 Housing across the <br />country, as well as homes for the elderly and children. Mr. Armstrong <br />said they have view sites in Longview, Tyler, and Henderson, and they <br />are a credit to the community. Mr. Armstrong encouraged the Council to <br />approval the zoning change. <br />Gary O'Connor, 4504 Choctaw Lane, addressed the economic impact of the <br />proposed project on the community. The projected cost of construction <br />of this complex is 2.4 million dollars, and the guaranteed operating <br />and maintenance cost funds, which has already been appropriated to <br />maintain this project over the next twenty years amounts to an <br />additional three million dollars. Mr. O'Connor said this federal money <br />that will be lost to this community if an acceptable site is not <br />approved very soon. Using the standard rule of thumb that each dollar <br />of new money coming into a community turns over seven times, this <br />project could amount to an economic shot in the arm worth 38 million <br />dollars. It means new construction jobs, jobs for building material <br />suppliers, income for people who provide services to these workers. On <br />the other side of the economic issue, is the many low income elderly <br />who either own their homes but can not afford to maintain them, or who <br />are forced to rent substandard housing in neighborhood where they are <br />easy prey for criminals. Mr. O'Connor said the HUD 202 Program <br />Standards would compliment the area in appearance and type of <br />construction. <br />Mr. O'Connor said that one of the valid issued that was raised was the <br />potential danger of having elderly drivers entering a 50 MPH traffic <br />stream from below the crest of the hill. Mr. O'Connor said they were <br />in the process of signing a contract of sale with the property owner <br />who owns a small section east of the proposed project. This will allow <br />for an exit from the housing development at the top of the crest of the <br />hill, and should minimize or eliminate some of the hazard from that. <br />Several people asked if we had consider other sites, we did, all of the <br />other sites were rejected because of cost, or the site was in an <br />impacted area. Mr. O'Connor asked that the city approved this <br />requested. <br />Benny Lovell, Realtor, representing Mr. LaFoy spoke in favor of the <br />zoning change, and presented a petition containing 220 signature in <br />favor of the rezoning. <br />David Steely, 3375 Clarksville Street, appeared before the Council <br />stating that he also represented Jimmy and Peggy Guthrie, and to answer <br />questions that has be brought up, one is what we would like to see <br />across the street, and the answer is, we would like to have the homes <br />
