736 <br />that are there. Mr. Steely said this is a neighborhood that has been <br />in existence before the City of Paris ever decided they wanted this <br />neighborhood.' The city limits did not extend to 'where Phillip Lighting <br />is located when these home were 'being built. They were added to the <br />City, all these home have complied to all the City's restrictions, and <br />maintained the neighborhood. The ownership of those on the south side <br />of Clarksville Street that has asked for this change is not here <br />tonight the ownership is represented by the Realtor who has a direct <br />financial involvement to sell a piece of property. Mr. Steely said <br />that this has been going at a very fast pace, and at times it seems it <br />is a railroad effort to get something across. Mr. Steely pointed out <br />that to his knowledge, there has not been a survey make to see if there <br />were areas in the City that is already properly zoned that can meet the <br />specification of HUD. He was concerned that there has never been a <br />traffic or speed study requested or done on this street, also he was <br />concerned about the effect a zoning change would have on the property <br />on the north side of the street. Mr Steely said he was a member of <br />that only residential section that will be impacted by this change. <br />Mr. Steely said his main concern is that he would like to see <br />Clarksville Street maintained status quo, it is one of the prettiest <br />views entering into the City of Paris, but to start eroding it with <br />zoning changes would affect the entire neighborhood, and stated that he <br />was asking that the status quo be kept as it is, if it is not, that is <br />why he has the zoning change on the agenda along with his mother and <br />the Gutherie's, that we are asking for, if this zoning change goes <br />through, then we are asking for a similar zoning change. <br />Travis Dodd, 1185 34th S. E., also spoke in opposition saying the <br />housing would adversely affect value of nearby housing. Mr. Dodd <br />stated that he has lived in his home for fifteen years, and he could <br />see the hazard of traffic on Clarksville Street, and was concerned <br />about his family. <br />Dr. Larry Walker, 1090 Cardinal Lane, was present calling attention to <br />the fact that no one who spoke in favor of this zoning change lives in <br />the neighborhood, everyone speaking against the zoning change does live <br />in the neighborhood. Dr. Walker told the Council that they were never <br />told about the additional property needed for ingress and egress to the <br />property because of the traffic situation. Dr. Walker said this was a <br />dangerous area, that his daughter has been rear -ended trying to turn <br />into the street to his home. Dr. Walker said he did not think anyone <br />speaking against the zoning change wants Paris to loose this housing, <br />but if you can build 50 units for two million dollars, you could <br />probably build 60 units if you build it in an area where the property <br />area is cheaper, and you can help more people. Dr. Walker said they <br />were told during the Planning and Zoning meetings that there was 3 <br />million dollars for maintenance, but other times we have been told it <br />is for 20 years, other times we were told it was for 40 years, then we <br />were told it was for rent subsidies for these people, it seems that we <br />do not know what this money is for. Dr. Walker pointed out that Mr. <br />Lovell gave the Council a petition containing 280 signatures in support <br />of this zoning change, and he would like for the Council to look at it <br />and see how many lives is the neighborhood. One more observation from <br />Dr. Walker was in Planning and Zoning the first time this matter was <br />
