One of the <br />Planning and Zoning members excused herself for conflict of interest, <br />the next time she did not, and the next time it did not come up the <br />next time. After further discussion, Dr. Walker asked the Council to <br />reverse the decision that the Planning and Zoning Commission approved. <br />No none else appeared, and Mayor Fisher declared the public hearing <br />closed. <br />A motion was made by Councilman Jim Bell to bring Agenda Item No. 8, <br />consideration of and action on authorizing the preparation of an <br />ordinance amending Zoning Ordinance No. 1710 changing the zoning from a <br />One Family Dwelling District No. 2 (SF -2) to a Planned Development - <br />Housing District (PD -b) on Lot 9, City Block 311 from the table. The <br />motion carried 6 ayes, 1 nay, Councilman Shelton voting no. <br />Councilman Bell wanted to know what happens to an elderly person house <br />if they move into-the housing unit, is there a requirement of their <br />income in order to get in this housing,and wanted to know if this will <br />be another piece of property the City will have to do some with. <br />Betty Kildahl, Director of Lamar County Human Resources Council, <br />appeared before the Council telling them that if most of these people <br />are going to be in rental property already, and if the houses were <br />worth very much, the would not be eligible because the would be over <br />assets. Ms. Kildahl said she did not know what would happen to a <br />substandard house that people should not be living in now, which is a <br />very valid concern, that she would be willing to work with the City on <br />this matter. <br />After a considerable amount of discussion, a motion was made by <br />Councilman Jim Bell seconded by Councilman John Bell to table this <br />item. The motion carried 5 ayes, with Mayor Fisher and Councilman <br />Shelton voting no. <br />A motion was made by Councilman Jim Bell, seconded by Councilman Brown <br />to bring from the table Agenda Item No. 9, public hearing to consider <br />the petition of Gerald Burnsed for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a Planned Development - Housing <br />District (PD -b) on Lots 7 and 8, City Block 311, located at 3350 and <br />3370 Clarksville Street, Agenda Item No. 11, public hearing to consider <br />the petition of J. D. LaFoy for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a Planned Development - Housing <br />District (PD -b) on Lot 10, City Block 311 located at 3420 Clarksville <br />Street, and Agenda Item No. 13, public hearing to consider the petition <br />of Jane Steely, David Steely and Jimmy Guthrie for a change in zoning <br />from a One Family Dwelling District No. 2 (SF -2) to a Planned <br />Development Housing District (PD -b) on Lot 24, 26, and 27, City Block <br />312 located at 3375, 3395, and 3425 Clarksville Street, from the <br />table. The motion carried 7 ayes, 0 nays. <br />Mayor Fisher declared the public hearing open to consider the above <br />petition for rezoning, and called for proponents to appear. <br />
