•,yi.: 1. <br />72 <br />Benny Lovell, 4335 Pine Mill Road, spoke in favor of the petitions on <br />behalf of the property owners and restated the need for this type of <br />housing. Mr. Lovell presented a letter of authorization from Mrs. J. <br />M. Chism, Gerald Burnsed, an J. D. LaFoy allowing him to represent them <br />during the public hearing. <br />Gary O'Connor, 4505 Choctaw Lane, again appeared before the Council <br />stating that he agreed that the entire area south of Clarksville Street <br />that is not zoned commercial, should be zoned commercial, and stated he <br />did not have any particular feels about the north side, but they should <br />have the right to determine their own fate, but he was strongly in <br />favor of having the entire area south of Clarksville Street zoned <br />Planned Development. <br />David Steely, 3375 Clarksville Street, addressing Item No. 13, and <br />asked that Joe McCollum, to explain exactly what this zoning is. <br />Mr. McCollum came forward tell Mr. Steely and the Council that Planned <br />Development would allow any type residential use on the property <br />depending on the approval of a site plan. Mr. McCollum said that at <br />this time there are no site plans presented as such, that that is a <br />preliminary site plan on the first item, but the other do not have a <br />site plan, but if there was a site plan approved after it has been <br />zoned Planned Development for housing, it could allow apartments, <br />duplexes, single family, and town houses. Mr. McCollum further stated <br />that he did not feel this is spot zoning,, it is another form of <br />residential. Mr. McCollum said the property owner would have to come <br />back in a public hearing form, or public hearing stage and be approved <br />before a building permit could be issued. <br />Mr. Steely stated that he-wanted equal zoning to what will be directly <br />across the street from his property. <br />Travis Dodd, 1185 34th S. E., stating that he lives on the west side <br />of Mr. Steely's property, and he is still concerned about the change in <br />zoning, along with the safety factory. <br />Harry Nemo,1684 34th S. E., and R. H. Garner, 1110 34th S. E. , both <br />appeared before the Council objecting to the zoning. <br />Dr. Larry Walker, 1090 Cardinal Lane, also spoke in opposition to all <br />of the zoning changes. Dr. Walker pointed out the fact that Mr. <br />Steely's and the Guthrie's property extends back several hundreds feet <br />to 34th S. E. and Cardinal Lane which would effect all the people in <br />that area. <br />No one else appeared before the Council, and Mayor Fisher declared the <br />public hearings closed. <br />A motion was made by Councilman Jim Bell to table Agenda Item No. 10, <br />consideration of and action on authorizing the preparation of an <br />ordinance amending Zoning Ordinance No. 1710 changing the zoning from a <br />One Family Dwelling district No. 2 (SF -2) to a Planned Development - <br />Housing District (PD -b) on Lots 7 and 8, City Block 311 located at 3350 <br />
