^ 744 <br />basically what they have done is separate out instrumentation controls <br />from the total water expansion. <br />Paul Lipscomb, Consulting Engineer, came forward and told the Council <br />that basically they called this Vol. 2, and Vol. 1 is going to be the <br />basic planning stage. Mr. Lipscomb said that the technology in Water <br />Treatment and Wastewater Treatment Plants has change greatly in the <br />last 5 or 10 years. The controls instrumentation aspect of water and <br />wastewater has changed about as drastically as anything else, but <br />basically the treatment process is abort the same as it was 20 year <br />ago, but these controls are what they have finally concluded during the <br />course of design of this project is the lead time on these controls are <br />much faster by use of computers. This will replace the old mechanical <br />strip chart records, now these thing will go directly to a computer <br />where processes will control, and will have analyzers including the <br />processors will give people far better ideas about how to control <br />process. <br />After further discussion, a motion was made by Councilman Jim Bell, <br />seconded by Councilman Shelton for approval of the resolution. The <br />motion carried 7 ayes, 0 nays. <br />Resolution No. 94 -009, approving plans and specifications and <br />authorizing the taking of bids for the Water Treatment Plant Expansion <br />Vol. II - Controls and Instrumentation Project, was presented. <br />Earl Smith, City Engineer, introduced Paul Lipscomb, Consulting <br />Engineer, who has worked with him on the project.
