751 <br />3 <br />approval and then had chosen this one. <br />Mr. Kent said that evidence of property devaluation due to the <br />project had not been submitted either. <br />A motion was made by Mr. Kent, seconded by Mr. Yates to recommend <br />approval. The motion carried 5 ayes, 1 nay with Mr. Hayter voting <br />nay. <br />Chairman Hayter called for a motion to bring from the table, the <br />public hearing to consider the petition of Gerald Burnsed for a <br />change in zoning from a One Family Dwelling District No. 2 (SF -2) <br />to a Planned Development - Housing District (PD -b) on Lots 7 and 8, <br />City Block 311 located at 3350 and 3370 Clarksville Street. <br />(Tabled at the January 3, 1994 meeting). <br />A motion was made by Mr. McCarthy, seconded by Mr. Kent to bring <br />the item from the table. The motion carried 7 ayes, 0 nays. <br />Chairman Hayter declared the public hearing open and called for <br />proponents to appear. Benny Lovell, realtor representing the <br />owners of the two lots spoke in favor of the change saying they <br />were supporting the elderly housing proposal by applying for the <br />same zoning. <br />Larry Walker, 1090 Cardinal Lane spoke in opposition saying he had <br />the same objections as in the previous item. <br />Daon Wall, 1035 Cardinal Lane opposed the change saying there has <br />to be -a stopping place somewhere or zoning was no good. He said <br />the neighborhood should be supported in their objections. <br />No one else spoke and the public hearing was closed. <br />Mr. Hayter again stated he saw no justification for the change. <br />After discussion, a motion was made by Mr. McCarthy, seconded by <br />Mr. Kent to recommend denial of the change. The motion carried 7 <br />ayes, 0 nays. <br />Chairman Hayter called for a motion to remove from the table the <br />public hearing to consider the petition of J.D. LaFoy for a change <br />in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />Planned Development - Housing District (PD -b) on Lot 10, City Block <br />311 located at 3420 Clarksville Street. (Tabled at the January 3, <br />1994 Meeting). The motion carried 7 ayes, 0 nays. <br />Chairman Hayter opened the public hearing and called for proponents <br />to appear. <br />Benny Lovell, Realtor, representing Mr. LaFoy spoke in favor of the <br />change in zoning. <br />
