752 <br />2 <br />Larry Walker, 1090 Cardinal Lane stated his same objections to the <br />two previous items applied to this one also. <br />No one else spoke and the public hearing was closed. <br />Discussion followed and Ms. Ausbie stated the LaFoy tract would <br />square off the L.C.H.R.C., Inc. proposed site and according to <br />Mr. McCollum would be needed for safe ingress and egress to the <br />elderly housing site. She made a motion to recommend approval Mrs. <br />Gann seconded the motion which carried 4 ayes, 3 nays. <br />Commissioners Hayter, Rent and McCarthy voted nay. <br />Ms. Ausbie had to leave the meeting at this time and excused <br />herself. <br />Chairman Hayter declared the public hearing open on the petition of <br />Jane Steely, David Steely and Jimmy Guthrie for a change in zoning <br />from a One Family Dwelling District No. 2 (SF -2) to a Planned <br />Development Housing District (PD -b) on Lots 24, 26, and 27, City <br />Block 312 located at 3375, 3395 and 3425 Clarksville Street. <br />David Steely spoke for the petition saying their property was <br />immediately opposite the proposed elderly housing and because of <br />its location, was no longer a desirable place for a residence. He <br />said the traffic on Clarksville Street made it undersireable and <br />was not a place to raise children. He again stated that equitable <br />zoning should be applied to their property as was recommended for <br />the elderly housing site. <br />Speaking in opposition were Harry Nimmo 1065 34th S.E., David <br />Carpenter, 3520 Audubon Rd., Travis Dodd 1185 S.E. 34th, Bill <br />Sweatman, 985 S.E. 34th, Wanda McFadden 1045 S.E. 34th, Horace <br />Garner, 1110 S.E. 34th, Sam Whitney, 1145 S.E. 34th, Larry Walker, <br />1090 Cardinal Lane and Lillie Welch, 1105 S.E. 34th. <br />All presented arguments such as devaluation of homes, security, <br />destruction of trees and the closeness of many single family homes <br />as reasons not to recommend the zoning change. <br />No one else spoke and the public hearing was closed. <br />Mr. McCarthy said that with out a preliminary plan for development <br />he was not in favor of recommending approval. He made a motion to <br />recommend denial of the petition. Mr. Kent seconded the motion <br />which carried 6 ayes, 0 nays. <br />Chairman Hayter declared the public hearing open on the petition of <br />Ken Coffey for a change in zoning from a Two Family Dwelling <br />District (2F) to a General Retail District (GR).on Lots 3 and 3A, <br />City Block 227 -E located at 1933 and 1943 Pine Bluff Street. <br />Mr. Coffey was present and told the Commission he wanted to <br />
