755 <br />District No. 2 (SF -2) to a Planned Development Housing District (PD -b) <br />on Lots 24, 26, and 27, City Block 312 located at 3375, 3395, and 3425 <br />Clarksville Street. <br />A motion was made by Councilman John Bell, seconded by Councilman Jim <br />Bell authorizing preparation of an ordinance amending Chapter 34, <br />Section 34 -131, Subsection (c) (6), a) b) and c) of the Code of <br />Ordinances establishing the waste hauler permit and disposal at <br />P.O.T.W. and the manifest system. <br />City Attorney Haynes advised the Council that it has been customary to <br />set fees in the ordinance itself that requires the fee. The ordinance <br />requested by the utility department in a form promulgated by E. P. A. <br />provided for the establishment of fees in a separate resolution which <br />was also passed by the City Council at the request of the <br />administration. In attempting to use the ordinance, we find that the <br />standard method used by the City of Paris is superior to that of E. P. <br />A. and we have prepared amendments to the ordinance in order that a <br />person may be informed of the fee by looking in one place rather than <br />having to look at the ordinance and then searching for a resolution <br />which is not in anyway referenced in the ordinance. <br />A motion carried 6 ayes, 0 nays. <br />Councilman John Bell asked to be excused from the Council meeting due <br />to conflict of interest. A motion was made by Councilman Jim Bell, <br />seconded by Councilman Shelton excusing Councilman John Bell. The <br />motion carried 5 ayes, 0 nays. <br />ORDINANCE NO. 94 -006 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP <br />OF SAID CITY; ESTABLISHING A- GENERAL RETAIL DISTRICT (GR) ON LOTS 8 -A, <br />8 -B, 9, 10 -A, AND 11, CITY BLOCK 222 -B, AND LOTS 16 AND 17, AND PART OF <br />LOTS 15 AND 18 CITY BLOCK 286, ON PROPERTY BELONGING TO HEDY NASH, <br />WILLIAM MCFADDEN, HARRY BRIGHT, DONALD SCHURKAMP, JAMES THOMPSON, SAM <br />COLE, W. C. DEVLIN AND WORLD CHRISTIAN CENTER, SO AS TO INCLUDE THEREIN <br />TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING DISTRICT NO. 2 <br />(SF -2) AND NEIGHBORHOOD SERVICE DISTRICT (NS); AND DESIGNATING THE <br />BOUNDARIES OF THE GENERAL RETAIL DISTRICT (GR) SO ESTABLISHED <br />was presented. A motion was made by Councilman Jim Bell, seconded by <br />Councilman Brown for adoption of the ordinance.
